National Assembly Delegation to Take Part in PACE Committee on Political Affairs and Democracy - Statement

One of the key news of the 134th annual meeting of the Committee of Ministers of the Council of Europe, held on 14 May 2025 in Luxembourg, where the delegation of the Republic of Serbia was headed by the Minister of Foreign Affairs, Mr Marko Djuric, was that the request for the admission of so-called "Kosovo" into the Council of Europe was once again not on the agenda, which is an important diplomatic signal and a clear confirmation that the necessary consensus among the member states for this initiative has not been reached.


However, given the developments within the Parliamentary Assembly of the Council of Europe and the continued attempts to provide the representatives of the provisional institutions in Pristina with an institutional presence within this organisation, it is certain that some circles will seek to relaunch the initiative for granting special guest status. Particular attention is being paid to the upcoming meeting of the Committee on Political Affairs and Democracy of the Parliamentary Assembly of the Council of Europe, scheduled for 26 and 27 May in Crete, hosted by the Greek delegation.

Although the aforementioned issue is not formally on the agenda of the upcoming meeting, the fact that the author of the report recommending Kosovo-Metohija's admission to the Council of Europe is Ms Dora Bakoyannis, head of the Greek delegation to PACE, is of particular interest.

The delegation of the Republic of Serbia will, as before, participate in the work of the Political Committee in full capacity, using solid arguments to consistently represent state and national interests, as well as the principles of international law, including UN Security Council Resolution 1244, pointing out the unacceptability of the attempts to institutionalise the unilaterally declared status of so-called "Kosovo".
