National Assembly Delegation at Parliamentary Seminar in Skopje

A delegation of the National Assembly took part in the parliamentary seminar with the title Open Parliament - Transparency of Parliamentary Activities, held on 23 and 24 September in Skopje as part of the Support Programme for parliaments in the Western Balkans and Turkey, organised by the European Parliament and hosted by the Parliament of the Republic of Macedonia – Sobranie.


The participants were addressed by Sobranie Vice-President Svetlana Jakimovska, Vice-President of the European Parliament László Surján and Linda Kubasiak Johansen, expert from the Parliament of the Kingdom of Denmark, who presented the Danish Parliament’s experience as an example of parliamentary work for the benefit of the citizens.
The seminar also dealt with parliamentarians’ codes of conduct, lobbying and registering of lobby groups and communication between parliamentarians and the citizens.
MEP Tanja Fajon spoke of the code of conduct of the European Parliament, while member of the Council of Europe Parliamentary Assembly Jordi Xuclà spoke of the code of conduct of the parliamentarians of this international parliamentary organisation. The Chairman of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, Zoran Babic informed the participants that the drafting of the code of conduct for the National Assembly, product of the hard work of 13 parliamentary groups, has entered its final stage. He informed the participants of the seminar that a Draft Law on Lobbying, an item on the European agenda, has also been completed. MEP Knut Fleckenstein talked about how the EP and its members deal with interest groups.
The participants of the seminar exchanged experiences and opinions on communication between parliamentarians and the citizens. They agreed that communication between the MPs and the citizenship is important, adding that technological development has allowed a more direct contact between them.
Dubravka Grcic of the Centre for Research, Transparency and Accountability (CRTA) presented a Report on the transparency of the parliaments in the region from the NGOs’ viewpoint.
The participants concluded that parliaments need to continue to develop their openness, train their support services and educate the parliamentarians and citizens.
The National Assembly delegation comprised MPs Vladimir Cvijan, Zoran Babic, Rajko Stevanovic and Prof. Dr Ljubisa Stojmirovic. The seminar was also attended by representatives of the parliaments of Albania, Bosnia and Herzegovina, Kosovo, Macedonia and Turkey, as well as delegations of the European Parliament and the Parliamentary Assembly of the Council of Europe, representatives of NGOs, the Regional Cooperation Council and the European Union delegation to the Republic of Macedonia.
