Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025

The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025 for Tuesday, 16 December 2025, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Borislav Antonijevic, Branislav Pavlovic, Sonja Pernat, Pavle Grbovic, Dr Tatjana Markovic – Topalovic, Doc. Dr Ristislav Dinic, Stefan Krkobabic, Djordje Stankovic, Marinika Tepic and Prof Dr. Marko Atlagic , requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Proposal of Candidates for Judges of the Constitutional Court of the Republic of Serbia, submitted by the President of the Republic;
  2. Proposal to Ascertain a List of Candidates for Judges of the Constitutional Court appointed by the President of the Republic, submitted by the National Assembly Speaker;
  3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on Cooperation in the Field of Prevention, Containment and Mitigation of the Consequences of Natural Disasters, submitted by the Government;
  4. Proposal of the Decision to grant consent to the amendments and modifications to the Securities Commission 2025 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  5. Proposal of the Conclusion on the presented European Commission 2025 Report on the Republic of Serbia, submitted by 22 members of the of the National Assembly of the Republic of Serbia;
  6. Securities Commission 2024 Annual Report, submitted by the Securities Commission, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
  7. Regulatory Authority for Electronic Communications and Postal Services 2024 Activity Report, accompanied by the Conclusion Proposal of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications;
  8. Securities Commission 2023 Annual Report, submitted by the Securities Commission, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
  9. Regulatory Authority for Electronic Communications and Postal Services 2023 Activity Report, accompanied by the Conclusion Proposal of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications;
  10. Proposal of the Decision amending the Decision on the Composition of the Stabilisation and Association Parliamentary Committee, submitted by the National Assembly Speaker;
  11. Proposal of the Decision amending the Decision on the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker;
  12. Proposal of the Decision amending the Decision on the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker;
  13. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the ALEKSANDAR VUCIC – Serbia Must Not Stop Parliamentary Group;
  14. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Movement of Serbia - New Face of Serbia Parliamentary Group;
  15. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the SERBIA CENTRE - SRCE Parliamentary Group;
  16. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the SERBIA CENTRE - SRCE Parliamentary Group, and
  17. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the WE - POWER OF THE PEOPLE PROF. DR BRANIMIR NESTOROVIC Parliamentary Group.
Based on the report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Dejan Tomasevic before the expiry of the term he was elected for.

The National Assembly commenced and for the remainder of the day conducted a joint single debate on items 1 and 2 on the agenda.

On the second day of the proceedings, 17 December 2025, the National Assembly conducted and concluded the joint single debate on items 1 and 2 on the agenda.

As the National Assembly had completed the joint single debate on items 1 and 2 on the agenda, the National Assembly Speaker set Thursday, 18 December 2025, as Voting Day on the Proposal of Candidates for Judges of the Constitutional Court of the Republic of Serbia, submitted by the President of the Republic, and the Proposal to Ascertain a List of Candidates for Judges of the Constitutional Court appointed by the President of the Republic, submitted by the National Assembly Speaker, starting at 11 am.

Based on the Decree of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 134 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Milan Glusac.

In the course of the day, based on the report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Milan Glusac before the expiry of the term he was elected for.

For the remainder of the day, the National Assembly conducted a joint debate in principle and single debate on items 3 to 17 on the agenda.

On the third day of the proceedings, 18 December 2025, the heads i.e. authorised representatives of the parliamentary groups, MPs Zivota Starcevic, Pavle Grbovic, Dr Borislav Antonijevic, Irena Zivkovic, Dragan Stanojevic, Petar Boskovic, Natalija Stojmenovic, Prof. Dr Snezana Rakic, Dalibor Jekic and Dr Ugljesa Mrdic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Voting Day

On Voting Day the National Assembly voted on items 1 and 2 on the agenda.

At the proposal of the President of the Republic the National Assembly elected Prof. Dr Dobrosav Milovanovic, Maja Popovic, Prof. Dr Mihajlo Rabrenovic, Prof. Dr Milan Rapajic and Prof. Dr Bojan Tubic judges of the Constitution al Court.

The National Assembly Speaker congratulated the newly-elected judges and wished them success.

On Voting Day the National Assembly also ascertained the List of Candidates for Judges of the Constitutional Court appointed by the President of the Republic, submitted by the National Assembly Speaker.

The National Assembly then continued the joint debate in principle and single debate on items 3 to 17 on the agenda.

Based on the Decree of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 134 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Nenad Abramovic, after which the newly-elected MP took the oath of office.

On behalf of the National Assembly and her own behalf, National Assembly Deputy Speaker Marina Ragus congratulated the newly-elected MP on the election and wished him success.

For the remainder of the day, the National Assembly conducted a joint debate in principle and single debate on items 3 to 17 on the agenda.

On the fourth day of the proceedings, 23 December 2025, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Pavic, Slobodan Petrovic, Mitar Kovac, Sonja Pernat, Bojan Torbica, Doc. Dr Rastislav Dinic, Jelena Milosevic, Dr Ana Jakovljevic and Milica Nikolic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly the continued and concluded the joint debate in principle and single debate on items 3 to 17 on the agenda.

As the National Assembly had completed the debate on items 3 to 17 on the agenda, National Assembly Speaker Ana Brnabic set Tuesday, 23 December 2025, as Voting Day on items 3 to 17 on the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025, starting at 12.50 pm.

Voting Day

On Voting Day, 23 December 2025, the National Assembly adopted proposed acts listed as items 3 to 17 on the agenda.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ana Brnabic concluded the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025.
