Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, for Tuesday, 26 October 2021, starting at 10 am.


Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Nadije Beqiri, Djordje Milicevic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Bill amending the Republic of Serbia 2021 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Decision amending the Republic Health Insurance Fund 2021 Financial Plan, and the Proposal of the Decision to grant consent to the Decision amending the National Employment Service 2021 Financial Plan, submitted by the Government;
  2. Bill on the Ombudsman, submitted by the Government;
  3. Bill amending and modifying the Law on Free Access to Information of Public Importance, submitted by the Government;
  4. Bill amending and modifying the Law on the Registration Procedure at the Business Registers Agency, submitted by the Government;
  5. Bill amending and modifying the Law on Central Register of Real Owners, submitted by the Government;
  6. Bill on the Confirmation of the Guarantee Agreement (Smart Metering) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
  7. Proposal of the Decision amending the Decision on the Dismissal and Appointment to the Republic Electoral Commission, submitted by MP Samir Tandir, Head of the Justice and Reconciliation Party SPP - United Peasant Party USS Parliamentary Group, and
  8. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the SOCIALIST PARTY OF SERBIA (SPS) Parliamentary Group.

The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 2 and 3, joint debate in principle and single debate on items 4, 5 and 6 and a joint single debate on items 7 and 8 on the agenda.

The National Assembly proceeded to commence a debate in principle on the Bill amending the Republic of Serbia 2021 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Decision amending the Republic Health Insurance Fund 2021 Financial Plan, and the Proposal of the Decision to grant consent to the Decision amending the National Employment Service 2021 Financial Plan, presented by Minister of Finance Sinisa Mali.

By the end of the day the National Assembly concluded the debate in principle on item 1 on the agenda.

Saying that no amendments had been submitted to item 1 on the agenda, the Chair, National Assembly Deputy Speaker Dr Vladimir Orlic reminded the MPs of Article 87, paragraph 5 of the National Assembly Rules of Procedure, according to which Voting Day on a bill may be set immediately after the debate on said bill is completed, and proceeded to set Tuesday, 26 October 2021, as Voting Day on all item 1 on the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021 – Bill amending the Republic of Serbia 2021 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Decision amending the Republic Health Insurance Fund 2021 Financial Plan, and the Proposal of the Decision to grant consent to the Decision amending the National Employment Service 2021 Financial Plan, starting at 6 pm.

Voting Day on item 1 on the agenda

On Voting Day, 26 October 2021, by majority vote, the National Assembly passed the Bill amending the Republic of Serbia 2021 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Decision amending the Republic Health Insurance Fund 2021 Financial Plan, and the Proposal of the Decision to grant consent to the Decision amending the National Employment Service 2021 Financial Plan.

On the second day of the proceedings, 27 October 2021, before moving onto the agenda the MPs paid respects to the late MP and Head of the PUPS -"Three P’s" Parliamentary Group Djuro Peric with a minute’s silence.

The National Assembly commenced and by the end of the day concluded the joint debate in principle on items 2 and 3 on the agenda – the Bill on the Ombudsman and the Bill amending and modifying the Law on Free Access to Information of Public Importance, presented by Minister of Public Administration and Local Self-Government Marija Obradovic.

In the course of the sitting, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MPs Djuro Peric before the expiry of the term he was elected for, on the day of his death.

On the third day of the proceedings, 28 October 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Djordje Milicevic and Nebojsa Bakarec, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence the joint debate in principle and single debate on items 4, 5 and 6 – the Bill amending and modifying the Law on the Registration Procedure at the Business Registers Agency, Bill amending and modifying the Law on Central Register of Real Owners, and the Bill on the Confirmation of the Guarantee Agreement (Smart Metering) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government.

The bills were presented by Minister for Human and Minority Rights and Social Dialogue Gordana Comic.

By the end of the day, the National Assembly completed the joint debate in principle and single debate on items 4, 5 and 6 on the agenda.

On the fourth day of the proceedings, 2 November 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, MA Akos Ujhelyi , Stefan Krkobabić and Djordje Milicevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to complete a joint single debate on items 7 and 8 on the agenda – the Proposal of the Decision amending the Decision on the Dismissal and Appointment to the Republic Electoral Commission, submitted by MP Samir Tandir, Head of the Justice and Reconciliation Party SPP - United Peasant Party USS Parliamentary Group, and Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the SOCIALIST PARTY OF SERBIA (SPS) Parliamentary Group.

The decision proposals were presented by representatives of the submitters MPs Samir Tandir, Head of the Justice and Reconciliation Party SPP - United Peasant Party USS Parliamentary Group, and Djordje Milicevic, Head of the SOCIALIST PARTY OF SERBIA (SPS) Parliamentary Group.

On the fifth day of the proceedings, 3 November 2021, the National Assembly completed a debate in detail on the Bill on the Ombudsman.

In the course of the proceedings, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27 paragraph 5 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Momcilo Vuksanovic, elected from the ALEKSANDAR VUCIC – FOR OUR CHILDREN Electoral List, after which the new MP took the oath of office.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda and already ruled on item 1, the Chair, National Assembly Deputy Speaker Dr Vladimir Orlic set Wednesday, 3 November 2021, as Voting Day on items 2 to 8 on the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 4.40 pm.

Voting Day on items 2 to 8 on the agenda

On Voting Day, 3 November 2021, the National Assembly passed the Bill on the Ombudsman, Bill amending and modifying the Law on Free Access to Information of Public Importance, Bill amending and modifying the Law on the Registration Procedure at the Business Registers Agency, Bill amending and modifying the Law on Central Register of Real Owners and Bill on the Confirmation of the Guarantee Agreement (Smart Metering) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government.

By majority vote, the MPs also adopted the Proposal of the Decision amending the Decision on the Dismissal and Appointment to the Republic Electoral Commission, submitted by MP Samir Tandir, Head of the Justice and Reconciliation Party SPP - United Peasant Party USS Parliamentary Group, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the SOCIALIST PARTY OF SERBIA (SPS) Parliamentary Group.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021.
