Fourth Sitting of the Committee on the Judiciary, Public Administration and Local Self-Government

At the sitting held on 4 December 2022, the members of the Committee on the Judiciary, Public Administration and Local Self-Government considered 11 items on the agenda.


The Committee completed a joint debate on the Proposal of the Decision on the election of court presidents, submitted by the High Judicial Council, dated 25 March 2022; Proposal of the Decision on the election of court presidents, submitted by the High Judicial Council, dated 8 September 2022; Proposal of the Decision on the election of court presidents, with a correction, submitted by the High Judicial Council, dated 26 October and 10 November 2022; Proposal of the Decision on the election of court presidents, submitted by the High Judicial Council, dated 24 November 2022; Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, dated 25 March 2022; Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, dated 21 April 2022; Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, dated 6 September 2022; Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, dated 28 October 2022; Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, dated 4 November 2022, and the Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, dated 29 November 2022.

Jasmina Vasovic, President of the Supreme Court of Cassation and the High Judicial Council, presented the decision proposals to the Committee.

Svetlana Lazarevic, judge of the Higher Court in Pancevo, was proposed for President of the Basic Court in Pancevo by the Decision Proposal dated 25 March 2022.

By the Decision Proposal dated 8 September 2022: Jasminka Obucina, judge of the Court of Appeal, was proposed for the President of the Commercial Appellate Court; Dusko Milenkovic, judge of the Supreme Court of Cassation, was proposed for President of the Court of Appeal in Belgrade; Gorica Sekulic, judge of the Misdemeanor Appellate Court, was proposed as the President of the Misdemeanor Appellate Court; Gordana Djuric, judge of the Higher Court in Prokuplje, was proposed for President of the Higher Court in Prokuplje; Ivan Nikolic, judge of the Higher Court in Pirot, was proposed for President of the Higher Court in Pirot; Zorica Milivojcevic, judge of the Commercial Court in Cacak, was proposed for President of the Commercial Court in Cacak; Vesna Miljus, judge of the Court of Appeal in Belgrade, was proposed for President of the First Basic Court; Tatjana Jeremic, judge of the Higher Court in Belgrade, was proposed for President of the Second Basic Court in Belgrade; Almir Masovic, judge of the Basic Court in Sjenica, was proposed for President of the Basic Court in Sjenica; Sanja Stojkovic, judge of the Basic Court in Surdulica, was proposed for President of the Basic Court in Surdulica and Milan Kesarovic, judge of the Misdemeanor Court in Loznica, was proposed for President of the Misdemeanor Court in Loznica.

By the Decision Proposal dated 28 October 2022, submitted with a correction on 10 November 2022, Radojka Marinkovic, judge of the Administrative Court, was proposed for President of the Administrative Court and Danijela Nikolic, judge of the Supreme Court of Cassation, was proposed for President of the Appellate Court in Nis.

By the Decision Proposal dated 24 November 2022: Nebojsa Popovic, judge of the Basic Court in Valjevo, was proposed for President of the Basic Court in Valjevo; Zlatoje Ankic, judge of the Basic Court in Zrenjanin, was proposed for President of the Basic Court in Zrenjanin; Dragana Klickovic, judge of the Basic Court in Ruma, was proposed for President of the Basic Court in Ruma; Suncica Savic, judge of the Misdemeanor Court in Obrenovac, was proposed for President of the Misdemeanor Court in Obrenovac; Mileva Sismanovic, judge of the Misdemeanor Court in Jagodina, was proposed for President of the Misdemeanor Court in Jagodina and Ruzica Tripic, judge of the Misdemeanor Court in Zrenjanin, was proposed for President of the Misdemeanor Court in Zrenjanin.

The Proposal of the Decision on the election of judges to judicial office for the first time dated 25 March 2022 proposes the following candidates for the Criminal Court in Belgrade: Jelena Radovic, judicial assistant in the Misdemeanor Appellate Court, Danijela Djukic, judicial assistant in the in Misdemeanor Court in Belgrade, Dragana Djukic, judicial assistant in the Misdemeanor Court in Belgrade, Irena Pleskonjic, beneficiary of initial training at the Judicial Academy, Ana Jankovic, judicial assistant in the Higher Court in Belgrade, Nevana Stefanovic, judicial assistant in the Misdemeanor Court in Belgrade and Ivana Markovic, judicial assistant in the Misdemeanor Court in Belgrade. For the Basic Court in Lazarevac, the following candidates were proposed: Sanja Simovic, judicial assistant in the Basic Court in Lazarevac and Danijela Cvoro, judicial assistant in the Second Basic Court in Belgrade.

The Proposal of the Decision on the election of judges to judicial office for the first time dated 21 April 2022, proposes the following candidates for the position of judge in the Basic Court in Arandjelovac: Miljan Sucevic, judicial assistant in the Basic Court in Arandjelovac, Nemanja Novcic, judicial assistant in the Court of Appeal in Belgrade and Nebojsa Stevanovic, judicial assistant in the First Basic Court in Belgrade; for the position of judge in the Basic Court in Valjevo: Stojanka Aleksic Madjar, judicial assistant in the Basic Court in Valjevo, Ivana Kojic Ilic, judicial assistant in the Higher Court in Valjevo, Ana Lazic, judicial assistant in the Higher Court in Valjevo, Igor Ljujic , judicial assistant in the Basic Court in Valjevo and Aleksandar Markovski, judicial assistant in the High Court in Valjevo; for the position of judge in the Basic Court in Vrsac: Aleksandra Madjar Deretic, judicial assistant in the Basic Court in Pancevo, Suzana Lisica, judicial assistant in the Basic Court in Smederevo, Ivana Blagojevic, graduate lawyer, employed by the Notary Public and Borislav Belevic, judicial assistant in the Higher Court in Belgrade; for the Basic Court in Velika Plana: Jugoslav Baric, judicial assistant in the Basic Court in Kragujevac, for the Basic Court in Zajecar: Petar Miljakovic, judicial assistant in the Basic Court in Zajecar, Sasa Vucic, judicial assistant in the Higher Court in Zajecar and Dusan Jocic, judicial assistant in the Higher Court in Zajecar, and for the Basic Court in Raska: Natasa Ilic, assistant prosecutor in the Basic Public Prosecutor's Office in Raska.

The Proposal of the Decision on the election of judges to judicial office for the first time dated 6 September 2022, proposes the following candidates for the position of judge in the Basic Court in Prokuplje: Jelica Milacic, judicial assistant in the Basic Court in Prokuplje, Milan Zikic, judicial assistant in the Court of Appeal in Nis and Jelena Milenovic, beneficiary of initial training at the Judicial Academy; for the Basic Court in Ruma: Slobodan Marjevic, judicial assistant in the Basic Court in Ruma; for the Basic Court in Sremska Mitrovica: Jelena Trninic, judicial assistant in the Basic Court in Sremska Mitrovica, Sladjana Milovanovic, judicial assistant in the Higher Court in Sremska Mitrovica and Sofija Kozenko, judicial assistant in the Higher Court in Sremska Mitrovica; for the Basic Court in Senta: Jelena Antonic, judicial assistant in the Basic Court in Subotica and Bosko Majstorovic, judicial assistant in the Basic Court in Senta, and for the Basic Court in Trstenik: Mirjana Veljkovic, judicial assistant in the Basic Court in Trstenik.

The Proposal of the Decision on the election of judges to judicial office for the first time dated 28 October 2028, proposes the following candidates for the position of judge in the Basic Court in Stara Pazova: Aleksandra Hadzic, judicial assistant in the Basic Court in Stara Pazova, Dajana Pekic, judicial assistant in the Basic Court in Stara Pazova and Marko Cvetanovic, beneficiary of initial training at the Judicial Academy; for the Basic Court in Veliko Gradiste: Aleksandar Stojadinovic, judicial assistant in the Basic Court in Pozarevac; for the Basic Court in Cacak: Dragana Kazovic, a lawyer with the Cacak Bar Association; for the Basic Court in Bor: Dragana Djordjevic, judicial assistant in the Basic Court in Bor and Zelimir Trujic, judicial assistant in the Basic Court in Bor.

Following a discussion, the Committee proposed that the National Assembly accept the aforementioned High Judicial Council’s decision proposals.

The Committee went on to determine the Proposal of the Decision on the termination of office of Public Prosecutor for: Snezana Stanojkovic, war crimes prosecutor; Nebojsa Zivkovic, public prosecutor in the Higher Public Prosecutor's Office in Pancevo; Sonja Nesic, public prosecutor in the Higher Public Prosecutor's Office in Pirot; Mile Nikolic, public prosecutor in the Basic Public Prosecutor's Office in Valjevo; Snezana Jovanovic, public prosecutor in the Basic Public Prosecutor's Office in Mionica; Vesna Drazic Mihaljevic, public prosecutor in the Basic Public Prosecutor's Office in Sombor; Branislav Lepotic, public prosecutor in the Basic Public Prosecutor's Office in Vrbas; Vladimir Nikolic, public prosecutor in the Basic Public Prosecutor's Office in Stara Pazova; Prvoslav Antic, public prosecutor in the Basic Public Prosecutor's Office in Despotovac; Sasa Djokic, public prosecutor in the Basic Public Prosecutor's Office in Nis; Ivan Mitrovic, public prosecutor in the Basic Public Prosecutor's Office in Aleksinac; Slavisa Dimitrijevic, public prosecutor in the Basic Public Prosecutor's Office in Zajecar, stating that said public prosecutors’ office ends on 15 May 2023, with the expiration of the term which they were elected for.
