First Special Sitting of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the First Special Sitting of the National Assembly of the Republic of Serbia in 2014 for Sunday, 27 April 2014, starting at 11 am.


For the sitting, the Speaker set the following agenda:

1. Election of the Government and oath taking by the Prime Minister and members of the Government.

The National Assembly Speaker informed the MPs that, in line with article 90, paragraph 1, of the National Assembly Rules of Procedure, in addition to the MPs and candidates for Government members, today’s sitting would also be attended by the President of the Republic of Serbia, President of the Constitutional Court of Serbia, President of the Supreme Court of Cassation, representatives of the diplomatic corps in the Republic of Serbia, representatives of the religious communities in the Republic of Serbia, Republic Public Prosecutor, Republic Public Attorney, Governor of the National Bank of Serbia, Chief of the General Staff of the Serbian Armed Forces, representatives of the Serbian Academy of Sciences and Arts, Chairperson of the Republic Electoral Commission, representatives of the Assembly and Government of AP Vojvodina, Chief of Police, representatives of the City of Belgrade and other dignitaries.

The National Assembly Speaker stated that, in line with article 112, paragraph 1, item 3 of the Constitution of the Republic of Serbia, the President of the Republic of Serbia Tomislav Nikolic submitted a nomination of candidate for Prime Minister of the Republic of Serbia.

The candidate for Prime Minister of the Republic of Serbia, Aleksandar Vucic presented the programme and proposed the composition of the Government to the National Assembly. Click here to watch the Prime Minister designate’s programme for the Government.

The Prime Minister designate nominated the following candidates for members of the Government of the Republic of Serbia: for Prime Minister Aleksandar Vucic, First Deputy Prime Minister and Minister of Foreign Affairs Ivica Dacic, Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic, Deputy Prime Minister and Minister of Trade, Tourism and Telecommunications Dr Rasim Ljajic, Deputy Prime Minister and Minister of Public Administration and Local Self-Government Dr Kori Udovicki, Minister of Finance Lazar Krstic, Minister of Economy Dr Dusan Vujovic, Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic, Minister of Mining and Energy Aleksandar Antic, Minister of Justice Nikola Selakovic, Minister of Interior Nebojsa Stefanovic, Minister of Defence Bratislav Gasic, Minister of Education, Science and Technological Development Dr Srdjan Vebic, Minister of Health Dr Zlatibor Loncar, Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin, Minister of Youth and Sport Vanja Udovicic, Minister of Culture and the Media Ivan Tasovac, Minister without Portfolio Jadranka Joksimovic and Minister without Portfolio MA Velimir Ilic.

By the end of the day the National Assembly had completed the discussion on the programme of the candidate for Prime Minister and the composition of the Government.

As the National Assembly had completed the debate the only item on the agenda, National Assembly Speaker Maja Gojkovic set Sunday, 27 April 2014, as Voting Day, starting at 6:55 pm.

Voting Day

On Voting Day, 27 April, the MPs voted on the Government’s programme and the proposal for the election of Prime Minister and members of the Government by roll call. By a majority of 198 MPs’ votes, the National Assembly adopted the Government’s programme and elected Aleksandar Vucic Prime Minister of the Republic of Serbia and the members of the Government in the proposed composition.

Election of the Government and Oath Taking by the Prime Minister and Members of the Government

National Assembly Speaker Maja Gojkovic congratulated the Prime Minister, deputy prime ministers and the ministers on being elected and wished them success.

Following the election, the Prime Minister, deputy prime ministers and ministers of the Government took the oath of office by reading the text of the oath as stipulated in the law and then signed the text of the oath.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Maja Gojkovic concluded the First Special Sitting of the National Assembly of the Republic of Serbia in 2014.
