Fifth Sitting of the Committee on the Rights of the Child

At the sitting held on 30 June 2021, the Committee on the Rights of the Child discussed the celebration of Parenting Month.


National Assembly Speaker and Chairman of the Committee on the Rights of the Child Ivica Dacic expressed satisfaction that the Committee sitting was dedicated to the observation of June - Parenting Month. He stated that the Global Day of Parents was established in 2012 by UN General Assembly Resolution which focuses on putting child's upbringing in a family environment where love and understanding are nurtured, necessary for the harmonious development of the child.

Dacic said that the Convention stresses that the family environment provides the best protection and care for the child and it is the responsibility of the state to support parents and families in fulfilling their duty towards children. That is why it essential for the state to support parents in fulfilling their chief role - being good parents to their children, said the Committee Chairman.

Children need their parents; help as they grow up and the parents need support so they can direct the development of their children as best they can, Ivica Dacic pointed out.

State Secretary at the Ministry of Family Care and Demography Milka Milovanovic Minic presented project "Playful Parenting", implemented by the Serbian Government and UNICEF since 2019. The project involves 60,000 families in five cities: Nis, Novi Sad, Novi Pazar, Vranje and the Belgrade Municipality of Palilula, she said. The State Secretary added that UNICEF has been celebrating Parenting Month at the local level for the third year running.

The Committee members were also addressed by special advisor to the Serbian Prime Minister and the Chairperson of the Steering Committee of project "Playful Parenting", Prof. Dr Slavica Djukic Dejanovic who said that the goal is for children to have a happy childhood, and parents are the ones who make it happen. She added that supportive and responsible parenting is key for a child's development and the child should not be the object of upbringing, it should participate in it in partnership, through play. Djukic Dejanovic also pointed out that by the age of four, one in two children is deprived of the role of a father in growing up and upbringing and it is important to understand that raising children requires both parents working in unison.

In the course of the ensuing discussion, Committee members stressed the importance of stimulating parenting and playful learning, underlining the fact that parent support and motivation should be done at the local level.

Concluding the sitting, Committee Chairman Ivica Dacic said that the National Assembly and the Committee on the Rights of the Child would continue with activities aimed at furthering children's rights in Serbia, with special focus on the continued commitment to the protection the rights of children, parents and families.
