Fifth Sitting of the Committee on Administrative, Budgetary, Mandate and Immunity Issues

At the sitting held on 22 September 2022, the members of the Committee on Administrative, Budgetary, Mandate and Immunity Issues reviewed the resignation tendered to the post of MP by Vladan Djukic.


The Committee Chairman proposed submitting a Report to the National Assembly stating that the said situation falls under Article 131, paragraph 1, item 6 of the Law on Election of MPs according to which resignation is listed as a reason for the termination of an MP’s term of office before the expiry of the term they were elected for, thus proposing that the National Assembly note the termination of the abovementioned MP’s term of office. The Committee accepted the proposal.

The Committee members went on to consider the Decree of the Republic Electoral Commission on the allocation of an MP’s term of office for the purpose of filling vacant seats at the National Assembly.

Acting in accordance with the provisions of Article 199 of the National Assembly Rules of Procedure, the Committee reviewed the Republic Electoral Commission Decree and certificates on the election of MPs Dalibor Scekic, Srdjan Simic, Andrijana Avramov, Sandra Jokovic and Edis Durgutovic, elected from the Electoral List ALEKSANDAR VUCIC – Together We Can Do Anything; Dragan Vulic, Sanja Calovic and Djordje Kosanic, elected from the Electoral List IVICA DACIC – PRIME MINISTER OF SERBIA; Zoran Stojanovic, Ljubinko Djurkovic and Aleksandar Jerkovic, elected rom the Electoral List Dr MILOS JOVANOVIC – HOPE FOR SERBIA – Serbia Coalition HOPE – National Democratic Alternative – Democratic Party of Serbia (DSS) – For the Kingdom of Serbia (MONARCHISTS) – Vojislav Mihailovic; and Olivera Lazovic elected from the Electoral List Marinika Tepic – United for Serbia’s Victory (Party of Freedom and Justice, People’s Party, Democratic Party, DZVM – VMDK, Party of Serbia’s Macedonians, Movement of Free Citizens, United Trade Unions of Serbia “Sloga”, Movement for a Reversal, Movement Free Serbia, Vlach Party), and ascertained that the data on the election of the MPs are identical with the data in the Republic Electoral Commission Decree allowing for the verification of the term of office of newly-elected MPs.

The Committee proposed that the National Assembly, immediately after the reception of said report, note the verification of the term of office of newly-elected MPs Dalibor Scekic, Srdjan Simic, Andrijana Avramov, Sandra Jokovic, Edis Durgutovic, Dragan Vulic, Sanja Calovic, Djordje Kosanic, Zoran Stojanovic, Ljubinko Djurkovic, Aleksandar Jerkovic and Olivera Lazovic.

The Committee members went on to adopt the Proposal of the Decision amending the Decision of the Committee on Administrative, Budgetary, Mandate and Immunity Issues on Internal Order in the Building of the National Assembly of the Republic of Serbia.

The Committee also adopted the Proposal of the Decision on the use of office space in the House and Building of the National Assembly of the Republic of Serbia. Said decision mandates the use of office space in the House of the National Assembly of the Republic of Serbia, 13 Nikola Pasic Square, and the Building of the National Assembly of the Republic of Serbia, 14 Kralja Milana Street, for the needs of the Speaker and members of the National Assembly, National Assembly Secretariat General and the Republic Electoral Commission.

Finally, the Committee considered the Information on the MPs’ seating arrangements in the Grand Hall of the National Assembly House during National Assembly sessions.

The Committee Chairman moved that the Committee members adopt the following conclusion:

“Having ascertained a discrepancy in the MPs’ seating arrangements in segment two of the Grand Hall of the National Assembly House where National Assembly sessions are held, the Committee Chairman is authorised to send a memo to the heads of the parliamentary groups for the purpose of submitting a proposal for resolving the seating arrangements in segment two.”

The Committee members adopt adopted the proposed conclusion.
