Eighth Sitting of the Committee on the Rights of the Child

At the sitting held on 28 January the members of the Committee on the Rights of the Child reviewed the Activity Report on the Council for Child Rights of the Government of the Republic of Serbia, submitted by the Ministry of Labour, Employment, Veteran and Social Affairs.


The Report was presented by Minister without portfolio responsible for demography and population policy Prof. Dr Slavica Djukic Dejanovic and State Secretary Stana Bozovic.

The Minister said the Council for Child Rights had met twice after the first 2018 report which was already presented to the Committee, where the Council amended its Rules of Procedure, adopted the final draft strategy for the prevention and protection of children from violence, launched its official website where interested parties can find information about the Council and its activities. The Council also set up a Working Group for the National Plan of Action (NPA) for Children, and was briefed on the Roadmap for the elimination of abuse of child labour. The Council was also presented the recommendations of the UN Human Rights Council concerning child rights received after the presentation of the Third Cycle of the Universal Periodic Review. UNICEF and the Network of Organizations for Children of Serbia (MODS) presented an initiative for improving the evaluation, supervision and reporting on public expenditure on children in line with the recommendation of the Committee on the Rights of the Child. The Council was also presented the Action Plan Proposal to monitor the Strategy for the Prevention and Protection of Children from Violence, to be adopted on bi-annual basis. At the fifth meeting of the Council held in early November of 2018, the Council members were briefed on what was being done to realize the decisions made at the previous meeting as regards expenditure on children.

The Council also reviewed the Draft Law on the Rights of the Child and the Protector of the Rights of the Child. In line with its 2018 Activity Programme, the Council members were presented the Service Availability Analysis at the local level for Roma children and were also briefed on the Semi-Annual Activity Report of the Inter-Ministerial Operating Team for the Protection of Children against Violence. The special working group for early child development presented its 2019 activity plan and the Council was also presented the plans for the continuation of project “Elimination of the Worst Forms of Child Labour” to be conducted by the US Ministry of Labour. A MODS representative presented the recommendations for the development and improvement of measures, services and programmes to prevent separation from families and for the return of children to primary families if such a separation had taken place. The Council members were also informed about the guidelines and practice of the UNICEF global Child Friendly Cities Initiative.

The Council also launched proceedings for the accession of Serbia to the Global Partnership to End Violence against Children, presented its first report to the Committee on the Rights of the Child and, with the help of the National Assembly, marked 20 November - Universal Children’s Day.

The Committee members then elected a member to take part in the National Coalition to End Child Marriages in the Republic of Serbia – MP Sandra Bozovic.

The sitting was chaired by Committee Deputy Chairperson Nada Lazic and attended by the following Committee members and deputy members: Veroljub Arsic, Prof. Dr Vladimir Marinkovic, Gordana Comic, Milanka Jevtovic Vukojicic, Natasa Mihailovic Vacic, Marko Djurisic, Ana Karadzic, Arpad Fremond, Dr Danijela Stojadinovic, Dr Sanda Raskovic Ivic, Natasa Micic and Sandra Bozic.
