Defence and Internal Affairs Committee Members Meet with Bundestag Defence Committee Chair

The Chairman of the Defence and Internal Affairs Committee MA Milovan Drecun, and the Committee members had a meeting with Bundestag member and Chair of the Defence Committee, Thomas Rowekamp.


The topics of the meeting were the security situation in the Western Balkans, hybrid threats, Serbia's cooperation with NATO and the European Union in the field of defence, as well as an analysis of the current situation regarding the Belgrade-Pristina dialogue.

Drecun assessed that cooperation between the two countries in the field of defence is well-developed and that there is room and opportunity for its qualitative and quantitative improvement in areas of common interest.

Drecun emphasized that at this moment the main security threat to Serbia is the process of violent secession of the territory of AP Kosovo-Metohija, stressing that the recognition of the so-called Republic of Kosovo by a certain number of countries in the region and the world has an adverse effect on strengthening trust and cooperation and negatively affects the stability of the region. The brutal institutional and physical terror that the Provisional Institutions of Self-Government in Kosovo-Metohija are implementing against the Serbian people make it impossible for Serbs to have a normal life and exercise their basic human rights.

"The specific position of the Republic of Serbia in the European integration process is further complicated by the requirement to align its foreign policy with the European Union, as well as the so-called normalisation of relations with Pristina, where the Brussels Agreement, signed more than ten years ago, has not been implemented to date in the part relating to Pristina's obligation to form the Community of Serb Municipalities. The complexity of the situation is further increased by the illegal arming of Pristina and the creation of regional military alliances," said Drecun, adding that the German KFOR contingent is actively involved in the realisation of joint activities with the so-called Kosovo Security Force and is actively assisting the creation of the illegal military formation "Kosovo Army".

Referring to the cooperation between the Republic of Serbia and NATO, Drecun pointed out that it is at its lowest level since joining the Partnership for Peace Programme in 2006, which is a consequence of the instrumentalisation of the events in Zvecan and Banjska 2023 by certain NATO countries. He emphasised that this is also evidenced by the challenges related to the arming of the so-called KSF, as well as the support for the process of transformation into the so-called Kosovo Army by certain NATO member states.

Drecun warned that if the legal and institutional vacuum continues, there is a possibility that Serbia will lose the opportunity to participate in practical cooperation activities with NATO.

Speaking about Serbia's full membership in the European Union, Drecun underlined that this remains our country’s chief strategic goal, as well as that improving national security and defence is inseparable from the European integration process. In line with these goals, the priority of the Ministry of Defence and the Serbian Army is engagement within the framework of the EU's Common Security and Defence Policy. The Republic of Serbia makes a concrete contribution to preserving international peace and security by participating in UN and EU peacekeeping operations, said Drecun.

Thomas Rowekamp stressed that bilateral relations between Serbia and Germany are excellent. He assessed that in the last few years there has not been sufficient progress in preserving peace in the region. "Germany does not participate in any hybrid wars, nor does it supply weapons to parties in conflicts in the Western Balkans," Rowekamp said.

Speaking about Germany's presence within the KFOR mandate, he stressed that the decision was made to increase it because Germany is interested in making a greater contribution as a partner within that mandate.

Rowekamp welcomed Serbia's commitment to the European Union accession process, but pointed out that significant efforts are needed to make progress in areas that were negatively assessed in the Serbia 2025 Progress Report.

"We are disappointed that the process of normalising relations with Pristina has stalled. We have criticised the violation and overstepping of the agreement, both on the Kosovo and Serbian sides," said Rowekamp, adding that he disagrees with claims that Germany or the European Union are unilaterally siding with one side, because it is not in their interest for an escalation to occur.

"We want the conditions for peaceful coexistence to be met," said Rowekamp.

He called for additional efforts to ensure that the existing agreements are fully implemented, and for European integration to create the preconditions to prevent further security and military escalations on the European continent.
