Constitutional and Legislative Issues Committee Chairman Talks to OSCE and OSCE/ODIHR Representatives

The Chairman of the National Assembly’s Committee on Constitutional and Legislative Issues, Dr Aleksandar Martinovic, met today with representatives of the OSCE Mission to Serbia and OSCE/ODIHR.


The Chairman of the Committee on Constitutional and Legislative Issues thanked the representatives of the OSCE Mission to Serbia and OSCE/ODIHR for the excellent cooperation, based on the Memorandum of Understanding which provided the groundwork for the assessment of the legislative procedure and ascertained the areas that could stand to be improved, and stressed that the Committee wishes to continue it. He informed the guests about the six topical workshops on different aspects of the legislative drafting system, which resulted in the draft roadmap of regulatory reform, a collection of recommendations for the reform of the legislative process, and thanked the representatives of ODIHR for their support in the process. Dr Martinovic said that the Committee had discussed the draft roadmap at its 63rd sitting, concluding that it should be completed in 2015, and proposed that the Regulatory Reform Roadmap be presented at the National Assembly by the end of the year.

OSCE Mission to Serbia Governance Adviser Karin Wagner endorsed the Committee Chairman’s proposal, stressing that it is in the interest of the OSCE Mission to Serbia and ODIHR to conclude the activities which have taken so much efforts in the past few years.

Marcin Walecki, Chief of the OSCE/ODIHR Democratisation Unit, opined that the cooperation between ODIHR and the National Assembly is excellent, stressing that ODIHR considers providing support for the National Assembly a priority. He endorsed Dr Martinovic’s proposal to organise an event, before the year’s end, where the Regulatory Reform Roadmap would be presented.

Walecki informed the Committee Chairman about other areas where ODIHR could offer support to the National Assembly such as recommendations and legal opinions on important laws, which, he added, is an activity ODIHR conducts with the Venice Commission as assistance to OSCE member states.

The Chairman of the Committee on Constitutional and Legislative Issues said that the National Assembly would be intensifying its legislative activity in the coming period and concentrating its efforts on legislative harmonisation with the EU acquis. He added that Serbia is united in the belief that the political system should be reformed in order to boost its effectiveness and bring it closer to the citizens, which would require amendments of the Constitution and a great many laws. The Chairman of the Committee on Constitutional and Legislative Issues thanked the Chief of the OSCE/ODIHR Democratisation Unit for his cooperation proposals and concluded that recommendations, opinions and advice would be more than welcome in the abovementioned processes.
