Committee on Constitutional and Legislative Issues Organises Fifth Workshop

The Committee on Constitutional and Legislative Issues and the Office for Democratic Institutions and Human Rights (ODIHR), organised the fifth workshop on the drafting of the Roadmap to better legislative procedure and quality of legislative drafting in the Republic of Serbia, on 27 and 28 November 2013.


The workshop was held with the support of the OSCE Mission to Serbia.
At the workshop, the representatives of the National Assembly, Government, independent state bodies, the judiciary, civil society and international organisations discussed the implementation of the recommendations of the 2012 Report on the legislative procedure and quality of legislative drafting in the Republic of Serbia and the recommendation of the four previous workshops.
The participants of the workshop analysed the recommendations related to improving the quality of the legislation, legislative procedure, public participation in the legislative process and drafting of consolidated regulation texts.
Opening the fifth workshop, Committee Chairman MA Vladimir Cvijan said that the workshop is the result of the Committee’s two years of successful cooperation with ODIHR and OSCE Mission to Serbia, based on the Memorandum of Understanding concluded between the Committee on Constitutional and Legislative Issues and the Office for Democratic Institutions and Human Rights (ODIHR) in 2011, so as to identify areas needing improvement in the legislative process and legislative drafting. The preparation of the Roadmap concludes the process and launches a new period of reform. The legislative roadmap is the result of this cooperation and the basis of the changes intended to improve the legislation in the Republic of Serbia.
