64th Sitting of the Committee on Administrative, Budgetary, Mandate and Immunity Issues

At the sitting held on 18 March, the members of the Committee on Administrative, Budgetary, Mandate and Immunity Issues reviewed the decision proposals for the determination of maximum number of full-time employees in 2019 in the support services of the following independent state bodies and organizations: Regulatory Authority for Electronic Media, Anti-Corruption Agency, State Audit Institution, Republic of Serbia Energy Agency and the National Assembly of the Republic of Serbia.


The Committee members also reviewed the rulebooks on the internal organisation and job systematisation at the support services of the Commissioner for Information of Public Importance and Personal Data Protection, National Assembly and the Ombudsman.

The Committee accepted the proposal of the Regulatory Authority for Electronic Media and ruled that the maximum number of full-time employees in its Support Service in 2019 should be 83.

The Committee accepted the proposal of the Anti-Corruption Agency that the maximum number of full-time employees in its Support Service in 2019 should be 157, as stipulated by the Rulebook on Internal Organisation and Job Systematisation at the Support Service of the Anti-Corruption Agency.

The Committee members also accepted the proposal of the State Audit Institution that the maximum number of full-time employees in its Support Service in 2019 should be 426.

Having reviewed the proposal of the Republic of Serbia Energy Agency, the Committee accepted it and ruled that the maximum number of full-time employees in its Support Service in 2019 should be 51.

The Committee members went on to grant consent to the Rulebook on Internal Organisation and Job Systematisation at the Support Service of the Commissioner for Information of Public Importance and Personal Data Protection of 8 March 2019, adopted by the Deputy Commissioner for Information of Public Importance and Personal Data Protection.

The Committee also adopted the Decision to Grant Consent to the Rulebook on Internal Organisation and Job Systematisation at the Support Service of the National Assembly, which the Committee had granted consent to at the sitting of 21 May 2018. The amendment concerned the establishment of a new Division for the Organization and Realization of International Parliamentary Activities at the Protocol Department and a Legal Affairs Division at the General Affairs Sector. The Committee also accepted the National Assembly’s proposal that the maximum number of full-time employees in its Support Service in 2019 should be 510.

Following a debate, the Committee also formulated the Decision to Grant Consent to the Rulebook on Internal Organisation and Job Systematisation at the Ombudsman’s Support Service and forwarded it to the National Assembly for discussion and adoption.

The Committee also reviewed the notification of the National Assembly Speaker on the reprimand issued to MP Bosko Obradovic at the 11th sitting of the Committee on Kosovo-Metohija and decided to fine the MP 10% of an MP’s base salary – 7,673.26 RSD.

The Committee proceeded to review and give a positive opinion to the request submitted by MP Jelena Zaric Kovacevic to assume a second public office, that of Chairperson of the Municipal Electoral Commission of the City Municipality of Niska Banja.

The Committee members also ascertained the list for A-I and A-II parking stickers.

The sitting was attended by representatives of the submitters who presented their proposals.

The sitting was chaired by Committee Chairman Dr Aleksandar Martinovic, and attended by the following Committee members and deputy members: Dusica Stojkovic, Stefana Miladinovic, Branimir Jovanovic, Momo Colakovic, Milorad Mircic, Veroljub Matic, Petar Petrovic, Aleksandar Markovic, Dr Dragana Barisic, Jelena Mijatovic and Dr Darko Laketic.
