61st Sitting of the Committee on Administrative, Budgetary, Mandate and Immunity Issues

At the sitting held on 24 January, the members of the Committee on Administrative, Budgetary, Mandate and Immunity Issues reviewed the Decision of the Republic Electoral Commission on the allocation of MPs’ terms of office for the purpose of filling the vacant seats at the National Assembly.


Pursuant to Article 199 of the National Assembly Rules of Procedure, the Committee reviewed the Republic Electoral Commission Decision and certificate of election of MPs Nemanja Radojevic, Vojin Biljic and Andrijana Avramov, elected from the Electoral List ENOUGH IS ENOUGH – SASA RADULOVIC, ascertained the veracity of the data, and proposed that the National Assembly, having received the report, note the term of office of the newly-elected MPs

The Committee reviewed and, by majority vote, accepted the resignations tendered to the post of MP by Ivana Stojiljkovic and Ljibuska Lakatos. The Committee ascertained that the resignations of MPs Ivana Stojiljkovic and Ljibuska Lakatos fall within the situation set out in article 88, paragraph 1, item 2 of the Law on Election of MPs according to which resignation is listed as a reason for the termination of an MP’s term of office before the expiry of the term they were elected for, thus proposing that the National Assembly note the termination of the abovementioned MPs’ terms of office.

The Committee considered the notification submitted by the National Assembly Deputy Secretary General on the reprimand issued to MP Balsa Bozovic at the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018 on 28 November 2018 and decided to fine him 10% of an MP’s base salary – 7,673.26 RSD

The Committee went on to consider the notification submitted by the National Assembly Deputy Secretary General on the reprimand issued to MPs Bosko Obradovic at the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018 on 28 November 2018 and decided to fine him 10% of an MP’s base salary – 7,673.26 RSD

The Committee also considered the notification submitted by the National Assembly Deputy Secretary General on the reprimand issued to MPs Dusan Petrovic, Bosko Obradovic, Balsa Bozovic and Dr Sanda Raskovic Ivic at the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018 on 4 December 2018 and decided to fine them 10% of an MP’s base salary – 7,673.26 RSD

The Committee then considered the notification submitted by the National Assembly Deputy Secretary General on the reprimand issued to MPs Zoran Zivkovic, Radoslav Milojicic and Marko Djurisic at the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018 on 5 December 2018 and decided to fine them 10% of an MP’s base salary – 7,673.26 RSD

The Committee members passed the Decision on the base rate for the salary of President of the Republic, the MPs and appointed staff of the President’s and National Assembly Support Service, viz.:

- for the President of the Republic – 8,922.39 RSD with accompanying taxes and mandatory social security contributions;
- for the MPs – 8,922.39 RSD with accompanying taxes and mandatory social security contributions;
- for the appointed staff of the President’s Support Service – 3,033.92 RSD with accompanying taxes and mandatory social security contributions;
- for the appointed staff of the National Assembly Support Service – 3,033.92 RSD with accompanying taxes and mandatory social security contributions;
The new base rate is to apply starting from the salaries for January 2019.

The Committee reviewed the proposal of the National Assembly Deputy Secretary General to appoint Assistant Secretary General – Head of the General Affairs Sector and Assistant Secretary General – Head of the Operations and Technical Affairs and Information Technology Sector. By majority vote, the Committee appointed Marina Sukovic Assistant Secretary General – Head of the General Affairs Sector, and Dario Kukolj Assistant Secretary General – Head of the Operations and Technical Affairs and Information Technology Sector, for a 5-year period. The Committee also extended the status of acting person for the civil servants in question in the period from 6 January 2019 to the time the appointment is finalized.

Finally, the Committee decided to channel the funds from the National Assembly Solidarity Fund (121,911.44 RSD) to the Diocese of Raska-Prizren, Monastery Gracanica in aid of soup kitchens.

The sitting was chaired by Committee Chairman Dr Aleksandar Martinovic, and attended by the following Committee members and deputy members: Dusica Stojkovic, Stefana Miladinovic, Branimir Jovanovic, Momo Colakovic, Veroljub Matic, Dr Aleksandra Jerkov, Petar Petrovic, Aleksandar Markovic, Jelena Mijatovic and Dr Darko Laketic.

The sitting was also attended by Deputy Secretary General Branko Marinkovic.
