47th Sitting of the Agriculture, Forestry and Water Management Committee

At the sitting held on 24 September, the members of the Agriculture, Forestry and Water Management Committee reviewed the Bill amending and modifying the Republic of Serbia 2019 Budget Law, Section 24 - Ministry of Agriculture, Forestry and Water Management, submitted by the Government of the Republic of Serbia.


The Bill was presented by representative of the Ministry of Finance Nada Milojevic and representatives of the Ministry of Agriculture, Forestry and Water Management Nenad Rikalo and Rade Obradovic. Milojevic explained the reasons for the rebalance. As she said, the responsibly pursued fiscal policy in the previous period created the fiscal conditions to raise salaries, finance infrastructure and capital projects. The rebalance Bill proposes a cut in the expenditure deemed not to be executed by the end of the year, with due consideration of the funds needed by the budgetary beneficiaries for the remainder of the year. In some beneficiaries, such as the Ministry of Agriculture, Forestry and Water Management, the rebalance Bill reallocates funds in line with the budget dynamics and needs of the budgetary beneficiaries. The initial amount allocated to Section 24 in the 2019 Budget Law was 51, 776, 908,000, and with the rebalance it is 54,614,663,000 RSD, which is a 5.48% increase.

Rade Obradovic said that the Ministry’s efforts are mostly directed toward agriculture, boosting its budget efficiency and realisation. He added that the budget had undergone internal reallocations in line with the results achieved in the first eight months of the year and funds were transferred to poorly realised areas based on prioritization.

Following a discussion in which the ministry representatives answered the MPs’ questions, the Committee voted to accept the Bill amending and modifying the Republic of Serbia 2019 Budget Law, Section 24 - Ministry of Agriculture, Forestry and Water Management, submitted by the Government of the Republic of Serbia.

The sitting was chaired by Committee Chairman Marijan Risticevic and attended by the following Committee members and deputy members: Prof. Dr Miladin Sevarlic, Milija Miletic, Marjana Maras, Mladen Lukic, Vladimir Djuric, Tijana Davidovac, Zvonimir Djokic, Veroljub Matic, Arpad Fremond and Radovan Rancic.
