39th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 5 December, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications considered the Ministry of Trade, Tourism and Telecommunications activity reports, October 2017 to October 2018.


The Committee members accepted the proposal of Committee Chairperson Katarina Rakic to complete a joint debate on all the reports.

The Ministry’s most important activities were presented, per sector, by Irini Reljin, Marija Vucinic and Milan Dobrijevic.

Speaking of electronic communication, Irini Reljin said that the reporting period saw the adoption of the Law on Electronic Communications as the systemic law important for the industry, as well as that of over 40 by-laws. Reljin went on to present the legislation currently being drafted and the electronic communication strategy until 2023 with its analysis of the situation in the field in Serbia. Reljin also presented the projects the Ministry worked on, and as the most important among them the construction of broadband systems.

Marija Vucinic presented the Ministry’s activities concerning postal services in the reporting period with a special focus on the Law on Postal Services. She spoke about the elimination of the use of stamps for business entities, adoption of the postal services strategy and the collective contract for the employees of PE Post of Serbia.

Milan Dobrijevic presented the work of the Information Society Sector, primarily its legislative activities viz. the adoption of the e-business law and a series of by-laws which enabled the use of electronic signature and stamp, as well as keeping e-documents, and the Ministry currently is working on introducing an e-document delivery service. Dobrijevic said that the Ministry had adopted an action plan for the development of information society and a set of regulations to encourage digitalization in Serbia, and is currently working of a new law on e-commerce and trade to facilitate business dealings. Speaking of big infrastructure projects, Dobrijevic highlighted project “Connected Schools” realized in cooperation with the Ministry of Education, Science and Technological Development, the development of broadband optical infrastructure in rural areas and cooperation with SANU.

Following a debate the Committee members accepted the Ministry of Trade, Tourism and Telecommunications Activity Report for the period 1 October – 29 December 2017, Ministry of Trade, Tourism and Telecommunications Activity Report for the period 1 January – 31 March 2018, Ministry of Trade, Tourism and Telecommunications Activity Report for the period 1 April – 30 June 2018 and the Ministry of Trade, Tourism and Telecommunications Activity Report for the period 1 July – 30 September 2018.

The sitting was chaired by Committee Chairperson Katarina Rakic.

The sitting was attended by the following Committee members and deputy members: Dalibor Radicevic, Snezana B. Petrovic, Olivera Pesic, Dr Danijela Stojadinovic, Jasmina Karanac, Dragan Jovanovic, Ivana Nikolic and Goran Kovacevic.
