39th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 5 December 2025, the members of the Committee on Finance, State Budget and Control of Public Spending ascertained a number of acts submitted by the Securities Commission, Republic of Serbia Energy Agency, State Audit Institution, Fiscal Council and the Commission for State Aid Control.


The Committee members accepted the proposal of Committee Chairman Veroljub Arsic to add two new items on the agenda: Granting consent to the Proposal of the third amendment of the Commission for State Aid Control 2025 Financial Plan, submitted by the Commission for State Aid Control, and Granting consent to the Commission for State Aid Control 2026 Financial Plan, submitted by the Commission for State Aid Control. The Committee members also accepted the proposal to complete a joint single debate on items 1 to 5 on the agenda, as well as on items 6 and 7 on the agenda.

The Securities Commission had submitted to the Committee the Securities Commission 2026 Financial Plan and the Securities Commission Statute, which were presented by Commission President Marko Jankovic. The Committee also considered the Republic of Serbia Energy Agency 2026 Financial Plan, submitted by the Republic of Serbia Energy Agency and presented to the Committee members by Council President Dejan Popovic. The State Audit Institution 2026 Financial Plan Proposal with projections for 2027 and 2028, was presented by DRI Council President Ivica Gavrilovic, while the Fiscal Council 2026 Financial Plan Proposal was presented by Council President Blagoje Paunovic.

Following a discussion the Committee ascertained, by majority vote, a Proposal of the Decision proposing that the National Assembly grant consent to the Committee the Securities Commission 2026 Financial Plan, granted consent to the Securities Commission Statute, ascertained a Proposal of the Decision proposing that the National Assembly grant consent to the Republic of Serbia Energy Agency 2026 Financial Plan, granted consent to the State Audit Institution 2026 Financial Plan Proposal with projections for 2027 and 2028, and granted consent to the Fiscal Council 2026 Financial Plan Proposal.

The Committee went on to consider the Proposal of the third amendment of the Commission for State Aid Control 2025 Financial Plan and the Commission for State Aid Control 2026 Financial Plan, submitted by the Commission for State Aid Control and presented by Commission Council member Luka Milosevic.

Following a discussion the Committee granted, by majority vote, consent to the Proposal of the third amendment of the Commission for State Aid Control 2025 Financial Plan and the Commission for State Aid Control 2026 Financial Plan.

The sitting was chaired by Committee Chairman Veroljub Arsic and attended by the following Committee members and deputy members: Nikola Radosavljevic, Tijana Davidovac, Risto Kostov, Ana Beloica Martac, MA Svetlana Milijic, Branko Pavlovic, Nevena Veinovic, Nenad Krstic, Vojislav Vujic, Dusan Nikezic and Mgr Akos Ujhely.
