38th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 27 November 2025, the members of the Committee on Finance, State Budget and Control of Public Spending considered, in detail, the bills on the agenda of the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025.


Of the 136 amendments the MPs had submitted to the Republic of Serbia 2026 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2026 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2026 Financial Plan, the Government and the Committee accepted the ones submitted to articles 1, 2, 3 and 8 by MP Veroljub Arsic and the amendments submitted to articles 5, 8 and 52 by MP Svetlana Milijic, while the rest were not accepted.

The Government and the Committee did not accept the two amendments submitted to the Republic of Serbia 2024 Budget Final Financial Statement.

The Government and the Committee also did not accept the amendment submitted to the Bill on the National Foreign Trade One-Stop Shop.

The MPs had submitted 15 amendments to the Bill on the Greenhouse Gas Emissions Tax, which the Government and the Committee did not accept.

The MPs had submitted two amendments to the Bill on the Import Tax on Carbon-Intensive Products, Government and the Committee did not accept.

The three amendments submitted to the Bill amending and modifying the Law on Mandatory Social Insurance Contributions, were not accepted by the Government and the Committee.

The Government and the Committee did not accept the four amendments submitted to the Bill amending and modifying the Law on Tax Procedure and Tax Administration.

The Government and the Committee did not accept the two amendments submitted to the Bill amending and modifying the Law on Republic Administrative Fees either.

The MPs had submitted 13 amendments to the Bill amending and modifying the Personal Income Tax Law. The Government and the Committee did not accept any of them.

The Government and the Committee did not accept the one amendment submitted to the Bill amending and modifying the Law on Fees for the Use of Public Goods.

The Government and the Committee did not accept the four amendments submitted to the Bill amending the Law Establishing a Guarantee Scheme and Subsidizing Part of the Interest as a Measure to Support Young People in Purchasing their First Residential Property either.

The MPs had submitted two amendments to the Bill amending the Excise Tax Law. The Government and the Committee did not accept either of them.

The Government and the Committee did not accept any of the nine amendments submitted to the Bill on Official Statistics.

The sitting was attended by representatives of the Ministry of Finance and the Republic Statistical Office.

The sitting was chaired by Committee Chairman Veroljub Arsic and attended by the following Committee members and deputy members: Zeljko Rebraca, Ilo Mihajlovski, Nevena Veinovic, Nenad Filipovic, Nenad Krstic, MA Svetlana Milijic, Nikola Lazic and Tijana Davidovac.
