36th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 20 November 2025, the members of the Committee on Finance, State Budget and Control of Public Spending considered the following:


  1. Bill on the National Foreign Trade One-Stop Shop, submitted by the Government, in principle;
  2. Bill on the Greenhouse Gas Emissions Tax, submitted by the Government, in principle;
  3. Bill on the Import Tax on Carbon-Intensive Products, submitted by the Government, in principle;
  4. Bill amending and modifying the Law on the Capital Market, submitted by the Government, in principle;
  5. Bill amending and modifying the Value Added Tax Law, submitted by the, in principle;
  6. Bill amending and modifying the Law on Deadlines for Settlement of Monetary Obligations in Commercial Transactions, submitted by the Government, in principle;
  7. Bill amending and modifying the Law on Mandatory Social Insurance Contributions, submitted by the Government, in principle;
  8. Bill amending and modifying the Law on Electronic Invoicing, submitted by the Government, in principle;
  9. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government, in principle;
  10. Bill amending and modifying the Law on Electronic Delivery Notes, submitted by the Government, in principle;
  11. Bill amending and modifying the Law on Republic Administrative Fees, submitted by the Government, in principle;
  12. Bill amending and modifying the Personal Income Tax Law, submitted by the Government in principle;
  13. Bill amending and modifying the Law on Alternative Investment Funds, submitted by the Government, in principle;
  14. Bill amending and modifying the Law on Fees for the Use of Public Goods, submitted by the Government, in principle;
  15. Bill amending the Law Establishing a Guarantee Scheme and Subsidizing Part of the Interest as a Measure to Support Young People in Purchasing their First Residential Property, submitted by the Government, in principle;
  16. Bill amending and modifying the Law on Factoring, submitted by the Government, in principle;
  17. Bill amending the Excise Tax Law, submitted by the Government, in principle;
  18. Bill on Confirmation of the Loan Agreement (Serbia Inclusive Primary Education Improvement Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  19. Bill on the Confirmation of the Guarantee Agreement (Srbijavoz Sleeping Cars) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
  20. Bill on the Confirmation of the Framework Loan Agreement LD 2009 ADD 1 (2025) between the Council of Europe Development Bank and the Republic of Serbia for the Project Loan – University Children's Clinic, Tirsova 2, submitted by the Government;
  21. Bill on the Confirmation of the Finance Contract Clinical Centres Phase II between the European Investment Bank and the Republic of Serbia, submitted by the Government;
  22. Bill on the Confirmation of the Facility Agreement No. 0020022188 relating to a senior unsecured term loan facility of up to EUR 260,000,000 UKEF guaranteed loan advances to finance the provision of certain construction services by Bechtel Enka UK Limited, operating in Serbia through Bechtel Enka UK Limited Branch Belgrade to "Koridori Srbije" d.o.o. Belgrade in relation to the construction of the Infrastructure Corridor E-761 highway section Pojate-Preljina (the Morava Corridor) between the Republic of Serbia, represented by the Government of the Republic of Serbia, acting through and by the Ministry of Finance, as the Borrower and J.P. Morgan SE, as Agent and J.P. Morgan Chase Bank, N.A., London Branch, as Initial Mandated Lead Arranger and Credit Agricole Corporate and Investment Bank and ING Bank N.V., as Mandated Lead Arrangers and Certain Other Financial Institutions as Original Lenders, submitted by the Government.
The sitting was attended by representatives of the Ministry of Finance, Ministry of Construction, Transport and Infrastructure, Ministry of Health and Ministry of Education.

The Committee members adopted all the bills on the agenda, by majority vote, as well as two amendments submitted by the Government of the Republic of Serbia to Article 6 and Article 7 of the Bill amending and modifying the Law on Electronic Delivery Notes.

The sitting was chaired by Committee Chairman Veroljub Arsic and attended by the following Committee members and deputy members: Nikola Radosavljevic, Mgr Akos Ujhelyi, Nevena Veinovic, Veroljub Arsic, Tijana Davidovac, Risto Kostov, Ana Beloica Martac, MA Svetlana Milijic, Nenad Krstic, Vojislav Vujic, Dusan Nikezic, Djordje Stankovic and Pedja Mitrovic.
