28th Sitting of the European Integration Committee

At the sitting held on 9 November 2021, the members of the European Integration Committee considered, the Report on the Republic of Serbia’s EU Accession Negotiations in the course of Portugal’s presidency (January-June 2021), submitted by the Government.


Presenting the Report, Minister of European Integration Jadranka Joksimovic expressed satisfaction that the EU had duly noted everything we had achieved in the previous year, which was challenging for Serbia, as well as all of Europe. Serbia is the only candidate country that has fully accepted the new methodology, in the form of clusters, which was also recognised in the EC report, said Joksimovic.

Following a discussion, the Committee members unanimously decided to propose that the National Assembly adopt the Report on the Republic of Serbia’s EU Accession Negotiations in the course of Portugal’s presidency.

In the continuation, the Head of EU Delegation to Serbia Emanuele Giaufret presented the European Commission’s 2021 Report on the Republic of Serbia saying that it recognised Serbia's commitment to achieving results in the reform processes, and drew attention to areas which required additional work.

Ambassador Giaufret especially focused on the part of the Report dedicated to the work of the National Assembly, emphasising its constructive engagement in the inter-party dialogue. He praised the fact that the number of laws passed by urgent procedure has been reduced and that the National Assembly’s work is carefully planned in regular Collegium meeting. The Ambassador added that the Report also notes that independent regulatory bodies’ activity reports are considered at the National Assembly sessions and that the institute of parliamentary questions is held regularly on the last Thursday of the month. 

The Head of the EU Delegation to Serbia said that what is needed is a systematic application of the Code of Ethics, as well as a more systematic application of the recommendations of independent regulatory bodies and constant cooperation with civil society organisations, the National Convention on the EU in particular.

Ambassador Giaufret also spoke in detail about the assessments of progress by cluster.

Concluding the presentation, he said that, despite the challenges ahead, positive steps had been achieved in the previous year, and expressed confidence that the EU is as committed to Serbia and the Western Balkans, as well as to the enlargement policy, as it has been so far. The EU remains Serbia's biggest partner, he stressed.

The sitting was chaired by Committee Chairperson Elvira Kovacs, and attended by the following Committee members and deputy members: Vuk Mircetic, Ljiljana Malusic, Dubravka Filipovski, Ana Miljanic, Viktor Jevtovic, Stanislava Janosevic, Vesna Rankovic, Dijana Radovic, Predrag Rajic, Nemanja Joksimovic, Vesna Markovic, Ana Pesic and Dusica Stojkovic.

After the completion of the sitting, a group of 15 MPs ascertained the Proposal of the Conclusion on the considered European Commission’s 2021 Report on the Republic of Serbia and forwarded it to the National Assembly for consideration and adoption.
