The Committee on Finance, State Budget and Control of Public Spending held its 26th sitting on 14 and 15 July 2023, outside of the National Assembly seat, in Golubac.
For the sitting, the Committee members adopted the following agenda: 1. review of the Audit Report on the Consolidated Financial Reports of the Final Account of the Municipality of Golubac 2021 Budget and the Audit Report on the 2021 Financial Report of Golubac Fortress Tourism Development LTD, 2. review of the Report of the Subcommittee for the Consideration of Reports on Audits Conducted by the State Audit Institution on 2021 sector reports for Sector 3 and Sector 4 conducted by the State Audit Institution and 3. review of the recommendations for changes to applicable laws based on information obtained during the audit process in Sector 3 and Sector 4 by the State Audit Institution.
Before the beginning of the session, the Committee members were welcomed by the President of the Municipality of Golubac Dr Nebojsa Mijovic, who stressed that though Golubac still belongs to the group of underdeveloped municipalities in Serbia, the municipal administration is doing its best to try and overcome this. He briefed the Committee members on the infrastructure projects implemented in the previous eight years, from the construction of roads and bridges, investments in the water supply and sewerage network, reconstruction of old and the construction of new kindergartens and schools, as well as investments in the renovation of religious buildings, sports facilities, construction of a library and a city museum. The President of the Municipality expressed the expectation that, in the coming period, Golubac would make even more progress, especially considering the two important tourist spots of Golubac Fortress and the Tumane Monastery which record a large number of tourist visits during the year. He wished the Committee members a fruitful debate and invited the representatives of the State Audit Institution to draw attention to the mistakes Municipality has made that they observed in their revisions so that they can be avoided in the future.
The Committee members were then presented the Audit Report on the Consolidated Financial Reports of the Final Account of the Municipality of Golubac 2021 Budget and the Audit Report on the 2021 Financial Report of Golubac Fortress Tourism Development LTD. The Report was presented by representatives of the State Audit Institution (DRI) and State Auditor-General Dr Dusko Pejovic.
During the break in the Committee sitting, the Subcommittee for the Consideration of Reports on Audits Conducted by the State Audit Institution held its second sitting, chaired by the Subcommittee Chairperson Dr Aleksandra Tomic, and attended by Subcommittee members MA Svetlana Milijic, Rozalia Okresz and Nikola Radosavljevic. The Subcommittee discussed the 2021 sector reports for Sector 3 and Sector 4 conducted by the State Audit Institution.
The 2021 report on the work of Sector 3 was presented by Supreme State Auditor Zeljko Motic, while the 2021 report on the work of Sector 4 was presented by Supreme State Auditor Dragan Golubovic.
Following a discussion, the Subcommittee members unanimously adopted reports accepting the 2021 sector reports for Sector 3 and Sector 4 conducted by the State Audit Institution and submitted them to the Committee on Finance, State Budget and Control of Public Spending for consideration and ruling.
Having received the Subcommittee’s reports, in the continuation of the sitting, the Committee on Finance, State Budget and Control of Public Spending unanimously accepted the Reports of the Subcommittee for the Consideration of Reports on Audits Conducted by the State Audit Institution on the DRI sector reports - Sector 3 and Sector 4.
The Committee members will continue the sitting on Saturday, 15 July 2023, and consider the third item on the agenda: review of the recommendations for changes to applicable laws based on information obtained during the audit process in Sector 3 and Sector 4 by the State Audit Institution.
In addition to DRI members and the President of the Municipality of Golubac, the sitting was attended by representatives of the city administration, Golubac Fortress Tourism Development LTD, whose business transactions were subject to the audits, as well as representatives of UNDP.
The sitting was chaired by Committee Chairman Veroljub Arsic and attended by the following Committee members and deputy members: Bratimir Vasiljevic, MA Svetlana Milijic, Nikola Radosavljevic, Dr Aleksandra Tomic, Tijana Davidovac, Zoran Stojanovic, Dr Nenad Mitrovic, Dragan M. Markovic and Rozalia Okresz.
On the second day of the sitting, 15 July 2023, the Committee reviewed the recommendations for changes to applicable laws based on information obtained during the audit process in Sector 3 and Sector 4 by the State Audit Institution.
The recommendations were presented by Supreme State Auditor Zeljko Motic for Sector 3 and Supreme State Auditor Dragan Golubovic for Sector 4. The recommendations in Sector 3 for 2021 relate to the amendment of a total of 11 regulations, as well as amendments to six regulations issued before 2021, and not yet implemented. In Sector 4, three recommendations were given to change regulations in 2021 and five recommendations from an earlier period, have not been implemented.
The continuation of the sitting was attended, in addition to DRI representatives, by representatives of the Ministry of Finance.
