Sixth Sitting of the Committee on Finance, State Budget and Control of Public Spending
At the sitting held on 18 November 2020, outside of the National Assembly seat in the Vracar Municipal Assembly congress hall, the members of the Committee on Finance, State Budget and Control of Public Spending were presented the Audit Report on the Consolidated Financial Reports of the Annual Financial Statement of the City Municipality of Vracar 2019 Budget.

In addition to the Committee members, the sitting was attended by the President of Vracar Municipal Assembly Prof. Dr Milan Nedeljkovic and the President of the Council of the State Audit Institution (DRI) Dr Dusko Pejovic and associates.
Opening the sitting, Committee Chairperson Dr Aleksandra Tomic said that this fulfils the Committee’s obligations under the Government’s Public Financial Management Reform Programme – reviewing the DRI’s audits of individual public finance beneficiaries. Tomic added that only the Vracar Municipal Assembly and AP Vojvodina were given a positive opinion by DRI that their reports meet the standards.
The President of Vracar Municipal Assembly Prof. Dr Milan Nedeljkovic said he was most pleased to have the DRI’s positive opinion after the assessment of the financial transactions and audits of the supplied consolidated financial reports for 2019. Responsible business dealings are the cornerstone of any municipality, Nedeljkovic concluded.
Presenting the Audit Report on the Consolidated Financial Reports of the Annual Financial Statement of the City Municipality of Vracar 2019 Budget, DRI Council President Dr Dusko Pejovic said that the financial reports were submitted on the required forms, truthful and objective, compiled in line with the rules and regulations and the financial audit received positive marks. There were also four recommendations not crucial for the quality of the Report, he said, and concluded that the Municipality of Vracar is a shining example for all city municipalities.
The Subcommittee for the Consideration of Reports on Audits Conducted by the State Audit Institution had a sitting of its own in the continuation, where the members considered the State Audit Institution’s sector reports – Sector 1 and Sector 3. Having considered the sector reports, the Committee accepted the Subcommittee’s proposal to accept them and to ascertain conclusion proposals on the considered reports at one of the subsequent Committee sittings.
The Committee members went on to consider the State Audit Institution 2019 Activity Report, presented in detail by DRI Council President Dr Dusko Pejovic. He said that DRI had met its set goals for 2019. It had completed 241 audits with 551 auditees. He also spoke about the opinions on the conducted audits and concluded that the number of DRI’s positive marks has been rising from year to year.
The Committee members adopted the State Audit Institution 2019 Activity Report, accompanied by Conclusion Proposals to be forwarded to the National Assembly for consideration and ruling.
The Committee members also granted consent to the Proposal of the State Audit Institution 2020 Financial Plan and projections for 2022 and 2023.
The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic and attended by the following Committee members and deputy members: Veroljub Arsic, Viktor Jevtovic, Milenka Subic, Nikola Jolovic, Dusko Tarbuk, Olivera Pesic, Ana Beloica, Goran Kovacevic, Velibor Milojicic, Bratimir Vasiljevic, Zoran Tomic, Ana Carapic, Prof. Dr Vladimir Marinkovic, Ugljesa Markovic, Radovan Tvrisic, Zoltan Pek, Dr Milorad Mijatovic and Dr Muamer Bacevac.
Committee sittings outside of the National Assembly seat are held with the support of the United Nations Development Programme (UNDP) and the Swiss Agency for Development and Cooperation (SDC) under the auspices of project “Strengthening the Oversight Role and Transparency of the National Assembly of the Republic of Serbia”.
