23rd Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 24 September, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications discussed, in principle, the Building Legalisation Bill, submitted by the Government.


Presenting the Bill, Assistant Minister of Construction and Urban Planning Aleksandra Damnjanovic explained that this was a special Bill relating exclusively to buildings constructed without permit by 11 September 2009 and for which a legalization request had been submitted by 11 March 2010. The Bill stipulates that the fee for the illegally constructed buildings be set by the local self-governments and that it can be paid as a lump sum or in instalments over a period of up to 20 years.
The Committee members had many questions about the Bill, which the Assistant Minister answered explaining in more detail some of the proposed provisions such as the deadlines and the enforcement of the future law. She stressed that the proposed provisions should be viewed in light of the upcoming amendments to the Law on Planning and Construction.
Following a short discussion, the Committee accepted the Building Legalisation Bill, in principle, by a majority of votes.
The Committee went on to review and, by a majority of votes, accept the Ministry of Construction and Urban Planning Activity Report for the period March-June 2013.
