22nd Sitting of the Committee on Education, Science, Technological Development and the Information Society

At the sitting held on 13 March, the members of the Committee on Education, Science, Technological Development and the Information Society deliberated on the situation at the University of Kragujevac and the election of rector Nebojsa Arsenijevic.


Opening the sitting, Committee Chairman Dr Muamer Zukorlic said that the University of Kragujevac has been ignoring the findings and recommendations of the education inspection and the recommendation of the Anti-Corruption Agency to dismiss rector Nebojsa Arsenijevic

On all actions employed by the relevant authorities to resolve the matter the Committee members were informed by State Secretary at the Ministry of Education, Science and Technological Development Vladimir Dzamic and acting president of the National Education Council Branislav Jeremic.

Vladimir Dzamic said that the Ministry had acted in line with its authority and acting on the memo received from the National Council for Higher Education sent an inspection which ascertained that the Law on Higher Education had been violated. After the inspection the Council of the University of Kragujevac was instructed to consider the dismissal of rector Arsenijevic, said Dzamic. He stressed that if the Council does not act within the deadline stipulated by law the Minister would employ its authority and if necessary prevent the abuse of University autonomy.

Branislav Jeremic informed the Committee members about the conclusions of the National Council for Higher Education sent to the Ministry, Council of the University of Kragujevac and the rector. He said that the scandal is hurting both the University of Kragujevac and the whole system of higher education.

Following a long debate the Committee decided to ask the Minister of Education, Science and Technological Development to, in line with the law, undertake the steps to dismiss rector of the University of Kragujevac Nebojsa Arsenijevic and recomended that the relevant prosecutor’s office investigate rector Arsenijevic’s criminal liability.

The sitting was chaired by Committee Chairman Dr Muamer Zukorlic, and attended by the following Committee members and deputy members: Olena Papuga, Nikola Savic, Bogdan Obradovic, Ljibuska Lakatos, Prof. Dr Zarko Obradovic, MA Aleksandra Jerkov, Dr Danica Bukvic, Fatmir Hasani, Djordje Kosanic, Natasa St. Jovanovic, Prof. Dr Ljubisa Stojmirovic, Prof. Dr Marko Atlagic and Milena Bicanin.
