20th Sitting of the Culture and Information Committee

At the sitting held on 20 September, the members of the Culture and Information Committee reviewed the
Bill on the Confirmation of the Council of Europe Convention on Cinematographic Co-production (revised), submitted by the Government.


Assistant Minister of Culture and the Media Asja Draca Muntean presented the Bill and the changes contained in the revised Council of Europe Convention compared to the original one which Serbia had already adopted. The Council of Europe passed the first Convention when co-productions were not the norm in Europe and found a way to help European cinematography through the Euroimages fund, which Serbia is a member of and has so far used 7.1 million EUR of. As the market changed the Euroimages experts wanted to adapt the Convention to the 21st century and secure benefits for the cinematography sector, said Assistant Minister Draca Muntean. She added that the revised Convention regulates the minimum contribution in co-productions lowering it to from 20 to 10% in bilateral and to 5% in multilateral projects. Another new thing it offers is opening European films to other markets, with the caveat that non-member states can contribute no more than 30% to a project.

Following a debate, the Committee members accepted the Bill on the Confirmation of the Council of Europe Convention on Cinematographic Co-production (revised).

The sitting was chaired by Committee Chairman Mirko Krlic.
