19th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 18 March 2025, the members of the Committee on Constitutional and Legislative Issues adopted the Decision amending the Decision to organise the Third Public Hearing on the Presentation of the Draft Law amending and modifying the Law on the Unified Electoral Roll, prepared by the Working Group for the Improvement of the Electoral Process.


Committee Chairperson Milica Nikolic reminded the attending that, at the 16th sitting held on 14 February 2025, the Committee had passed the Decision to organise the Third Public Hearing on the Presentation of the Draft Law amending and modifying the Law on the Unified Electoral Roll, prepared by the Working Group for the Improvement of the Electoral Process on 26 February 2025 in Novi Sad, and at the 17th sitting held on 24 February 2025 an amendment to the Decision postponing the public hearing for 19 March 2025. In view of the dynamics of the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2025, the Committee decoded that the new date for the Third Public Hearing should be 20 March 2025.

The Committee also considered the request for an opinion to the Constitutional Court on the submitted initiative to launch proceedings to assess the constitutionality of the provisions of Article 2, items 3), 5) and 10), articles 9 and 14, and Article 16 paragraph 1 of the Law on Archival Material and Archival Activities.

The Committee Chairperson reminded the members that the Constitutional Court had on 28 October 2024 forwarded to the National Assembly the initiative to launch proceedings to assess the constitutionality of the provisions of Article 2, items 3), 5) and 10), articles 9 and 14, and Article 16 paragraph 1 of the Law on Archival Material and Archival Activities, and on 27 December 2024 it had also received the Government’s opinion. Compliant with the Committee’s authority as ascertained by Article 48 and Article 242 of the National Assembly Rules of Procedure. The Committee drafted an opinion proposal, prepared in line with the Government’s opinion, which the Committee members decided to forward to the Constitutional Court.

The sitting was chaired by Committee Chairperson Milica Nikolic, and attended by the following Committee members and deputy members: Olja Petrovic, Vesna Nedovic, Snezana Jovanovic, Jasmina Palurovic, Sanja Jefic Brankovic, Dragan Nikolic, Dijana Radovic, Risto Kostov, Uros Djokic, Nikola Bokan, Milos Gnjidic and Branko Pavlovic.
