16th Sitting of the Security Services Control Committee

At its 16th sitting, held on 12 December 2017 the Security Services Control Committee reviewed and adopted the Security Information Agency activity reports and reports on the security situation in the Republic of Serbia for the period up to 30 September 2017.


The reports covered the Activity’s most important activities in said period which give a comprehensive overview of the work and the realised activities and tasks within the Agency’s purview. The Committee gave a positive assessment of the professional conduct and work of the Security Information Agency’s personnel and gave the Agency full support in the pursuit of its priority tasks concerning the protection of the security and other interests of the Republic of Serbia and its citizens.

The Committee members gave a positive assessment of the activities of the Security Information Agency’s personnel on the realization of the key tasks concerning the protection of the order and security of the Republic of Serbia as stipulated by the Constitution, opposing organized crime, internal and international terrorism and the gravest crimes against humanity and international law.

They emphasized the need amend and modify the Law on the Security Information Agency to adjust the existing employment status of the members of the Security Information Agency to the new Law on Police and the Law on Salary System in Public Sector. The proposed amendments and modifications to the Law on the Security Information Agency are the only way to legally regulate the Agency’s specific organizational structure and the employment status of the Security Information Agency’s personnel. They are necessary to ensure the Agency’s unimpeded work on the protection of the national security of the Republic of Serbia and its citizens.

The Committee also ascertained that the adoption of the new Law on Electronic Communications which introduces the mandatory registration of pre-paid SIM card users and regulates the number of SIM cards one person can have with the same operator should be sped up.

The Committee finds it unacceptable that some mobile and internet operators do not fully abide by the Law on Electronic Communications. The Law is unclear on what the duties of state authorities or operators are, as well as in the part on penalties for non-compliance. The Committee calls upon the Regulatory Agency for Electronic Communication and Postal Services (RATEL) to do its duty to protect the national security of the Republic of Serbia and its citizens.
