15th Sitting of the Environmental Protection Committee

At the sitting held on 4 October 2021, the Environmental Protection Committee considered the Bill on Protection from Noise Pollution in the Environment, submitted by the Government, in principle.


The Bill was presented by Assistant Minister of Environmental Protection Aleksandra Imsiragic Djuric as the authorised representative of the submitter, who said that the 2009 Law on Protection from Noise Pollution in the Environment had regulated the area in accordance with principal solutions contained in a set of environmental laws. The Law and accompanying by-laws have largely transposed the obligations of Directive 2002/49/EC of the European Parliament and of the Council relating to the assessment and management of environmental noise, and the fundamental objective of the new Law on Protection from Noise Pollution in the Environment is to fully align this area with the Directive 2002/49 /EC.

As part of the EU accession talks, at the explanatory and bilateral screening of the analytical review of legislation, the Republic of Serbia briefed the European Council on the levels of harmonisation of the regulations governing the field of noise protection. The screening meetings provided guidelines for the amendment of the existing regulations.

The Law on Protection from Noise Pollution in the Environment aims to improve the system of environmental noise protection on the territory of the Republic of Serbia, determine and implement measures in the field of noise protection in order to avoid, prevent or reduce harmful effects of noise on human health and the environment, determine environmental noise limit values according to acoustic zone, population sensitivity and type of noise source, determine the degree of environmental noise exposure by making environmental noise maps based on unique noise indicators and prescribed methods for environmental noise assessment, lead to the adoption of action plans based on noise map data in order to prevent and reduce noise exposure, provide access to public information on environmental noise and noise effects.

Following the presentation, the Committee voted to propose to the National Assembly adopt the abovementioned Bill at the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021.

The sitting was chaired by Committee Deputy Chairman Zarko Bogatinovic and attended by the following Committee members and deputy members: Olja Petrovic, Jelena Obradovic, Marija Todorovic, Marko Mladenovic, Ákos Újhelyi, Dragana Radinovic, Prof. Dr Goran Tasic, Tomislav Jankovic, Mina Kitanovic, Gojko Palalic and Nevenka Kostadinova.
