141st Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 29 January, the Committee on Constitutional and Legislative Issues considered the amendments submitted to the bills on the agenda of the 20th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature.


The Committee members found all 63 of the amendments submitted to the Bill amending and modifying the Law on Planning and Construction, to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 17 amendments submitted to the Bill amending and modifying the Law on Navigation and Ports on Inland Waterways, the Committee found all but one to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 12 amendments submitted to the Bill on Hydrographic Activities, the Committee found all but the one submitted to Article 6 by MP Ruzica Nikolic to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee members found all 16 of the amendments submitted to the Bill amending and modifying the Air Transport Law to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee also found all 17 of the amendments submitted to the Bill amending and modifying the Law on Road Transport of Passengers, to be compliant with the Constitution and legal system of the Republic of Serbia.

All four of the amendments submitted to the Bill amending the Law on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The MPs had submitted a total of 58 amendments to the Bill on Special Procedures for the Implementation of the Project of Construction and Reconstruction of Line Infrastructure Facilities of Special Importance for the Republic of Serbia, which the Committee found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee members found all 34 of the amendments submitted to the Bill on Register of Spatial Units and Address Register to be compliant with the Constitution and legal system of the Republic of Serbia.

The 15 amendments submitted to the Bill amending and modifying the Law on Conversion of Right of Use into Ownership of Construction Land with a Fee were found to comply with the Constitution and legal system of the Republic of Serbia.

The six amendments submitted to the Bill amending and modifying the Law on the Capital Market were found to comply with the Constitution and legal system of the Republic of Serbia, as were the 40 amendments submitted to the Bill on the 2021 Census of Population, Households and Dwellings.

The sitting was chaired by Committee Chairman Djordje Komlenski and attended by the following Committee members and deputy members: Vesna Markovic, Vesna Nikolic Vukajlovic, Bojan Torbica, Dr Balint Pasztor, Jelena Zaric Kovacevic, Petar Petrovic, Milena Corilic and Aleksandar Markovic.
