12th Sitting of the Committee on Human and Minority Rights and Gender Equality

At the sitting held on 22 December 2021, the members of the Committee on Human and Minority Rights and Gender Equality considered the Ombudsman’s 2020 Regular Annual Report and the Commissioner for Protection of Equality 2020 Regular Annual Report.

The first item on the agenda was presented by Ombudsman MA Zoran Pasalic who pointed out that the Ombudsman’s focusing its attention on the exercise of citizens' rights in the situation caused by the pandemic, resulted in boosting the citizens’ trust in the institution by 67% compared to 2019. In the reporting year, the largest number of complaints concerned the exercise of rights of members of vulnerable groups: children, youth, women, victims of domestic violence, chronically ill, disabled and elderly, persons deprived of liberty, LGBT population and members of national minorities, primarily Roma.

The second item on the agenda was presented by the Commissioner for Protection of Equality Brankica Jankovic who said that the institution processed 1188 cases last year, despite the fact that it had no office holder for six months. 674 complaints were submitted and in addition to acting on citizens' complaints, in accordance with its authority, the Commissioner issued 476 recommendations of measures for achieving equality to public authorities and other persons, 12 initiatives to amend regulations, 12 opinions on draft laws and other general acts, 12 public warnings and 23 press releases, as well as two criminal charges.

Following a discussion, the Committee determined a Conclusion Proposal on the reviewed Ombudsman’s 2020 Regular Annual Report and a Conclusion Proposal on the reviewed Commissioner for Protection of Equality 2020 Regular Annual Report, to be submitted to the National Assembly for consideration and adoption.

The sitting was chaired by Committee Chairman Muamer Bacevac, and was attended by the following Committee members and deputy members: Vesna Stjepanovic, Zoltan Pek, Dr Vesna Ivkovic, Dragana Brankovic Mincic, Jelena Mihailovic, Prof. Dr Dragoljub Ackovic, Milanka Jevtovic Vukojicic, Dragana Radinovic, Nebojsa Bakarec, Vesna Nedovic, Sandra Jokovic and Dejan Stosic.
