11th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 24 July 2023, the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications considered the following in detail:

1.Bill amending the Building Legalisation Law;
2.Bill amending and modifying the Law on Air Transport;
3.Bill amending and modifying the Law on Planning and Construction;
4.Bill amending and modifying the Law on Railway;
5.Bill on the Interoperability of the Railway System;
6.Bill on the Termination of the Validity of the Law on Special Procedures for the Implementation of the Project of Construction and Reconstruction Line Infrastructure Structures of Particular Importance to the Republic of Serbia, and
7.Bill amending the Law on Special Conditions for the Realisation of the Housing Construction Project for Members of the Security Forces.


The Government and the Committee accepted one of the 27 amendments submitted to the Bill amending the Building Legalisation Law, the amendment to Article 1, while the remaining 26 were rejected.

The Government and the Committee proposed that the National Assembly reject all nine of the amendments submitted to the Bill amending and modifying the Law on Air Transport.

Of the 253 amendments submitted to the Bill amending and modifying the Law on Planning and Construction, Government and the Committee accepted 18, rejecting the rest.

The Government and the Committee proposed that the National Assembly reject all 14 of the amendments submitted to the Bill amending and modifying the Law on Railway.

Of the 14 amendments submitted to the Bill on the Interoperability of the Railway System, seven were accepted and seven rejected.

The Government and the Committee proposed that the National Assembly reject all three of the amendments submitted to the Bill on the Termination of the Validity of the Law on Special Procedures for the Implementation of the Project of Construction and Reconstruction Line Infrastructure Structures of Particular Importance to the Republic of Serbia.

The Government and the Committee also proposed that the National Assembly reject all 14 of the amendments submitted to the Bill amending the Law on Special Conditions for the Realisation of the Housing Construction Project for Members of the Security Forces.

The sitting was attended by Minister of Construction, Transport and Infrastructure Goran Vesic, who presented the bills in detail.

The sitting was chaired by Committee Chairman Ugljesa Markovic, and attended by the following Committee members and deputy members: Ivana Srbulovic, Tomislav Jankovic, Ivana Nikolic, Miroslav Kondic, Djordje Todorovic, Nikola Nesic, Marina Lipovac Tanaskovic, Dragan Jovanovic, Dragovan Milinkovic and Marija Jovanovic.

The sitting was also attended by MP Radmila Vasic who is not member of the Committee.
