10th Sitting of the Committee on Kosovo-Metohija

At its 10th sitting, held on 27 September 2021 and closed to the public, the Committee on Kosovo-Metohija considered the information of the competent state bodies on the current security situation in AP Kosovo-Metohija from the aspect of the latest unilateral actions of PISG in Pristina in the north of the province.


- The Committee noted that, by the unilateral, violent action of special units in the north of the Autonomous Province of Kosovo-Metohija, the PISG in Pristina have destabilised the situation and endangered freedom of movement, security and survival of the Serbian people.

- The Committee strongly condemns the unacceptably destabilizing behaviour of the PISG in Pristina, the brutal violation of the Brussels Agreement and the denial of freedom of movement to the Serbian people.

- The violent actions of the PISG in Pristina in the north of the Autonomous Province of Kosovo-Metohija have raised the level of endangerment of the Serbian people to a critical level, due to physical endangerment, arrests, harassment and use of force by the so-called Kosovo police and their special units, as well as by Albanian paramilitary and criminal groups.

- The implementation of so-called reciprocal measures by the PISG in Pristina is unacceptable, because the so-called Kosovo is not a state and does not represent an international legal entity.

- The Committee warns that the PISG in Pristina have unilaterally violated the Freedom of Movement Agreement by issuing the Administrative Instruction of 2018 on the registration of vehicles with the status of neutral KS registration plates.

- The Committee believes that the international presence in the Autonomous Province of Kosovo-Metohija, in accordance with its mandate, was obliged to prevent this and all other unilateral actions of the PISG in Pristina, which further disrupt interethnic relations, security and the survival of the Serbian people in Kosovo-Metohija.

- The Committee fully supports the President and the Government of the Republic of Serbia in taking political, diplomatic and security measures in order to protect the Serbian people in Kosovo-Metohija, to peacefully resolve the issue of freedom of movement and prevent further escalations in the north of the province.

- The Committee believes that the only peaceful way to resolve the crisis is to return to the status quo before 20 September, with the urgent and immediate withdrawal of the special units from the north of the Autonomous Province of Kosovo- Metohija.

- The Committee calls on the PISG in Pristina to, instead of violence and destabilisation, comit and sincerely devote themselves to resolving all problems in a peaceful manner within the framework of the dialogue in Brussels under the auspices of the European Union.

- The Committee warns of possible new unilateral violent actions of the PISG in Pristina in the north of the Autonomous Province of Kosovo-Metohija and asks the international presence and the international community to prevent the PISG in Pristina from causing new destabilisation and violence against the Serbian people.

- The Committee fully supports the Serbian people in the Autonomous Province of Kosovo-Metohija to continue to fight in a peaceful, democratic way to exercise their basic human rights, including freedom of movement, safe life and survival in the Autonomous Province of Kosovo-Metohija.
