Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2013

At the request of 141 MPs, the National Assembly Speaker, MA Nebojsa Stefanovic, convened the Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, for Monday, 11 February 2013, starting at 11 am.


The request to hold the session specifies the following agenda:

1. Proposal of the Resolution on Respecting the Human Rights of Refugees and Exiles and Other Citizens whose Property and Other Rights have been Violated in the States Formed on the Territory of Former Yugoslavia, submitted by MP Miodrag Linta,
2. Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2013, submitted by the Government
3. Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2013, submitted by the Government,
4. Bill amending and modifying the Law on Military Security Agency and Military Intelligence Agency, submitted by the Government,
5. Bill on Determining Public Interest and Special Expropriation Procedures and Acquisition of Documentation for the Realisation of Construction of the South Stream Natural Gas Transport System, submitted by the Government,
6. Bill on the Confirmation of the amendments and modifications to the Convention Concerning International Carriage by Rail (COTIF), submitted by the Government,
7. Bill on the Confirmation of International Labour Organisation Convention No. 181 on Private Employment Agencies, submitted by the Government,
8. Bill on the Confirmation of International Labour Organisation Convention No. 150 on Labour Administration, submitted by the Government,
9. Proposal of the Decision on the termination of office of the President of the Supreme Court of Cassation, submitted by the High Judicial Council,
10. Proposal of the Decision on the dismissal of a member of the National Council for Culture, submitted by the Culture and Information Committee of the National Assembly,
11. Proposal of the Decision on the Establishment of the Composition of the Commission Monitoring the Execution of the National Action Plan for the Implementation of United Nations Security Council Resolution 1325 - Women, Peace and Security in the Republic of Serbia (2010-2015), submitted by Member of Parliament MA Nebojsa Stefanovic,
12. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the League of Social Democrats of Vojvodina Parliamentary Group.

The National Assembly Speaker, MA Nebojsa Stefanovic, informed the MPs that the submitter of the Proposal of the Resolution on Respecting the Human Rights of Refugees and Exiles and Other Citizens whose Property and Other Rights have been Violated in the States Formed on the Territory of Former Yugoslavia, MP Miodrag Linta, had withdrawn the Proposal from procedure.

By a majority of votes, the National Assembly accepted the proposal of MP Stefana Miladinovic to complete a joint debate in principle and single debate on items 2, 3 and 4 on the agenda, then a joint single debate on items 7 and 8 on the agenda, as well as a joint single debate on items 9, 10, 11 and 12 on the agenda for the session.

Before recess, the National Assembly commenced the joint debate in principle and single debate on items 2, 3 and 4 on the agenda for the session, i.e. the Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2013, Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2013 and the Bill amending and modifying the Law on Military Security Agency and Military Intelligence Agency, which were explained to the MPs by the representative of the submitter, First Deputy Prime Minister and Minister of Defence Aleksandar Vucic.

By the end of the day the National Assembly had completed the joint debate in principle and single debate on items 2, 3 and 4 on the agenda for the session.

On the second day of work, 12 February, the National Assembly conducted a debate in principle on the Bill on Determining Public Interest and Special Expropriation Procedures and Acquisition of Documentation for the Realisation of Construction of the South Stream Natural Gas Transport System. The representative of the submitter, Prof. Dr Zorana Mihajlovic, Minister of Energy, Development and Environmental Protection, elaborated the Bill.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Sasa Milenic, Olgica Batic, Petar Petkovic, Dubravka Filipovski, Kenan Hajdarevic, Dusan Obradovic and Srdjan Sajn, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By the end of the day the National Assembly had concluded the debate in principle on the Bill on Determining Public Interest and Special Expropriation Procedures and Acquisition of Documentation for the Realisation of Construction of the South Stream Natural Gas Transport System.

On the third day of work, 13 February, the National Assembly conducted and concluded a single debate on the Bill on the Confirmation of the amendments and modifications to the Convention Concerning International Carriage by Rail (COTIF), elaborated by the representative of the submitter, Minister of Transport Milutin Mrkonjic.
After recess, the National Assembly completed a joint single debate on items 7 and 8 on the agenda for the session, i.e. the Bill on the Confirmation of International Labour Organisation Convention No. 181 on Private Employment Agencies and the Bill on the Confirmation of International Labour Organisation Convention No. 150 on Labour Administration. The Bills were elaborated by Deputy Prime Minister and Minister of Labour, Employment and Social Policy Jovan Krkobabic.

On the fourth day of the proceedings, 14 February, the National Assembly continued the session with a joint single debate on the Proposal of the Decision on the termination of office of the President of the Supreme Court of Cassation, Proposal of the Decision on the dismissal of a member of the National Council for Culture, Proposal of the Decision on the Establishment of the Composition of the Commission Monitoring the Execution of the National Action Plan for the Implementation of United Nations Security Council Resolution 1325 - Women, Peace and Security in the Republic of Serbia (2010-2015), and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, elaborated by my Minister of Justice and Public Administration Nikola Selakovic.

Before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Olena Papuga, Zlata Djeric, Mirko Cikiriz, Ranka Savic, Snezana Stojanovic Plavsic, Slobodan Samardzic, Zoran Andjelkovic, Janko Veselinovic and Momir Stojanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

After recess, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Bojan Jakovljevic, elected from the LET’S GET SERBIA MOVING – TOMISLAV NIKOLIC Electoral List, who then proceeded to take the oath of office.

By the end of the day the National Assembly had completed the joint single debate on items 9, 10, 11 and 12 on the agenda for the session.

On the fifth day of work, 19 February, the National Assembly completed a debate on the amendments submitted to the Bill amending and modifying the Law on Military Security Agency and Military Intelligence Agency and the amendments submitted to the Bill on Determining Public Interest and Special Expropriation Procedures and Acquisition of Documentation for the Realisation of Construction of the South Stream Natural Gas Transport System.

Before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milica Vojic Markovic, Aleksandar Jugovic, Dubravka Filipovski, Bojan Djuric, Mirna Kosanovic, Konstantin Arsenovic, Dusan Milisavljevic and Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The Chair, National Assembly Deputy Speaker Konstantin Arsenovic greeted, on the behalf of the MPs and himself, the students selected to do practice at the Bundestag, who viewed part of the National Assembly session from the gallery of the Grand Hall.

As the National Assembly had concluded the debate on all the items on the agenda for the session, National Assembly Deputy Speaker Vesna Kovac set Wednesday, 20 February, as Voting Day on the items on the agenda for the Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, starting at 11 am.

Voting Day

On Voting Day, 20 February, by a majority of votes, the National Assembly adopted the Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2013, Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2013 and the Bill amending and modifying the Law on Military Security Agency and Military Intelligence Agency.

By a majority of votes, the National Assembly also adopted the Bill on Determining Public Interest and Special Expropriation Procedures and Acquisition of Documentation for the Realisation of Construction of the South Stream Natural Gas Transport System.

By a majority of votes, the MPs also adopted the Bill on the Confirmation of the amendments and modifications to the Convention Concerning International Carriage by Rail (COTIF), Bill on the Confirmation of International Labour Organisation Convention No. 181 on Private Employment Agencies and the Bill on the Confirmation of International Labour Organisation Convention No. 150 on Labour Administration.

By a majority of votes, the National Assembly adopted the Proposal of the Decision on the termination of office of the President of the Supreme Court of Cassation, Proposal of the Decision on the dismissal of a member of the National Council for Culture, Proposal of the Decision on the Establishment of the Composition of the Commission Monitoring the Execution of the National Action Plan for the Implementation of United Nations Security Council Resolution 1325 - Women, Peace and Security in the Republic of Serbia (2010-2015), and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the Third Extraordinary Session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the National Assembly Speaker, MA Nebojsa Stefanovic, concluded the Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2013.
