Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2012

National Assembly Speaker MA Nebojsa Stefanovic convened the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2012, for Tuesday, 13 November 2012, starting at 11 am.


The National Assembly set the following agenda:

1. Bill amending and modifying the Customs Law,
2. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Macedonia on Legal Assistance in Civil and Criminal Matters,
3. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Macedonia on Mutual Execution of Judicial Decisions in Criminal Matters,
4. Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Macedonia,
5. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Slovenia on Mutual Execution of Judicial Decisions in Criminal Matters,
6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the State of Palestine on Avoidance of Double Taxation with respect to Taxes on Income,
7. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the People’s Democratic Republic of Algeria on Mutual Stimulation and Protection of Investment,
8. Proposal of the Decision on the termination of office of public prosecutor at the Higher Public Prosecutor’s Office in Uzice, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly,
9. Proposal of the Decision on the termination of office of public prosecutor at the Higher Public Prosecutor’s Office in Zajecar, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly,
10. Proposal of the Decision on the Dismissal of a Member of the National Council for Higher Education, submitted by the Committee on Education, Science, Technological Development and the Information Society of the National Assembly,
11. Proposal of the Decision Granting Consent to the Decision amending the Decision on the Establishment and Operation of the Support Service of the Commissioner for Protection of Equality and the Rulebook on Internal Organisation and Job Systematisation at the Support Service of the Commissioner for Protection of Equality, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly.

The National Assembly accepted the proposal to complete a joint single debate on items 2, 3, 4 and 5, on items 6 and 7, and on items 8, 9, 10 and 11.

The National Assembly went on to debate the Bill amending and modifying the Customs Law, in principle, which was elaborated by the Minister of Regional Development and Local Self-Government, Verica Kalanovic.

By the end of the daily proceedings the National Assembly had concluded the debate in principle on the Bill.

On the second day of work, 14 November, the National Assembly continued the proceedings with a joint single debate on the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Macedonia on Legal Assistance in Civil and Criminal Matters, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Macedonia on Mutual Execution of Judicial Decisions in Criminal Matters, Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Macedonia and the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Slovenia on Mutual Execution of Judicial Decisions in Criminal Matters. The bills were elaborated by the Minister of Agriculture, Forestry and Water Management, Goran Knezevic, representative of the submitter.

In the morning part of the proceedings the National Assembly completed the joint single debate on items 2, 3, 4 and 5 of the agenda for the sitting, as well as a joint single debate on items 6 and 7 of the agenda for the sitting i.e. the bills on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the State of Palestine on Avoidance of Double Taxation with respect to Taxes on Income and on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the People’s Democratic Republic of Algeria on Mutual Stimulation and Protection of Investment. These bills were elaborated by the representative of the submitter, Minister of Foreign and Internal Trade and Telecommunications Rasim Ljajic.

By the end of the day, the National Assembly had also completed a joint single debate on items 8, 9, 10 and 11 of the agenda for the sitting i.e. the proposals of the decisions on the termination of office of public prosecutor at the Higher Public Prosecutor’s Office in Uzice, on the termination of office of public prosecutor at the Higher Public Prosecutor’s Office in Zajecar, on the Dismissal of a Member of the National Council for Higher Education and Granting Consent to the Decision amending the Decision on the Establishment and Operation of the Support Service of the Commissioner for Protection of Equality and the Rulebook on Internal Organisation and Job Systematisation at the Support Service of the Commissioner for Protection of Equality.

The Chair, National Assembly Deputy Speaker Vesna Kovac, informed the MPs that the Sixth Sitting of the Second Regular Session is adjourned, in line with article 101, paragraph 1 of the National Assembly Rules of Procedure, for the purpose of holding the Seventh Sitting of the Second Regular Session, convened for Thursday, 15 November 2012 and starting at 10 am.


On the third day of work, 20 November, the heads i.e. authorised representatives of the parliamentary groups, MPs Elvira Kovacs, Aleksandra Jerkov, Aleksandar Jugovic, Bojan Djuric, Sanda Raskovic-Ivic, Dr Predrag Mijatovic and Jelena Trivan, requested information and explanations, in line with article 287 of the National Assembly Rules of Procedure.

Considering that no Government representatives were in attendance at the sitting which was supposed to be dedicated to a debate in detail on the Bill amending and modifying the Customs Law, National Assembly Speaker MA Nebojsa Stefanovic adjourned the sitting.

On the fourth day of the proceedings, 21 November, the National Assembly completed a debate in detail on the Bill amending and modifying the Customs Law.

As the National Assembly had concluded the debate on all the items on the agenda for the Sixth Sitting of the Second Regular Session, the National Assembly Speaker, MA Nebojsa Stefanovic, set Thursday, 22 November 2012, as Voting Day on all the items on the agenda for the Sixth Sitting of the Second Regular Session of the National Assembly in 2012, starting at 10 am.

Voting Day

On Voting Day, 22 November 2012, by a majority of votes, the National Assembly adopted the Bill amending and modifying the Customs Law, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Macedonia on Legal Assistance in Civil and Criminal Matters and the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Macedonia on Mutual Execution of Judicial Decisions in Criminal Matters.

By a majority of votes, the National Assembly also adopted the Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Macedonia, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Slovenia on Mutual Execution of Judicial Decisions in Criminal Matters, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the State of Palestine on Avoidance of Double Taxation with respect to Taxes on Income and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the People’s Democratic Republic of Algeria on Mutual Stimulation and Protection of Investment.

On Voting Day, by a majority of votes, the National Assembly also adopted the Proposal of the Decision on the termination of office of public prosecutor at the Higher Public Prosecutor’s Office in Uzice, Proposal of the Decision on the termination of office of public prosecutor at the Higher Public Prosecutor’s Office in Zajecar, Proposal of the Decision on the Dismissal of a Member of the National Council for Higher Education and the Proposal of the Decision Granting Consent to the Decision amending the Decision on the Establishment and Operation of the Support Service of the Commissioner for Protection of Equality and the Rulebook on Internal Organisation and Job Systematisation at the Support Service of the Commissioner for Protection of Equality.

As the National Assembly had completed the debate on all the items on the agenda and ruled on it, National Assembly Speaker MA Nebojsa Stefanovic, concluded the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2012.
