Sixth Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 12 December, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications reviewed, in principle, the Bill on Management of Airports, Bill on Housing and Building Maintenance, Bill on Transport of Dangerous Goods, and the Bill amending and modifying the Law on Public Utilities.


The Committee also reviewed the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the United Nations on the Trans-European Railway Project Central Office and the Bill on the Confirmation of the Multilateral Agreement on Commercial Rights of Non-Scheduled Air Services in Europe.

The Bill on Management of Airports was presented by Zoran Ilic, representative of the Ministry of Construction, Transport and Infrastructure, who said that the Bill sets the legislative grounds to define airport management as an activity of common interest in line with the provisions of the Law on Public-Private Partnership and Concessions, as object of concession in airports.

The Bill on Housing and Building Maintenance was presented, on the behalf of the Ministry of Construction, Transport and Infrastructure, by Jovanka Atanackovic who said the objective of the law is to legally regulate and adjust the area, in some parts in more detail and in some for the first time, to the new socio-economic relations, in relation to the period of adoption of the relevant laws: Law on Housing, Law on Residential Building Management, and the Law on Social Housing.

The Committee members also reviewed the Bill on Transport of Dangerous Goods which the ministry representatives said would adjust national legislation to the changes in the area arising from the adoption of amendments and modifications of ratified international agreements regulating carriage of dangerous goods by road, railway, water or air, making sure to maximally protect the national economy in the interim, and respecting the obligations stemming from ratified conventions and the process of harmonisation with the EU regulations.

Speaking of the Bill amending and modifying the Law on Public Utilities, the representatives of the Ministry of Construction, Transport and Infrastructure said it should be passed post haste so as to bring all the elements on the market in an equal position by allowing them unimpeded access to operating licenses, and enable the efficient monitoring of the implementation of the provisions of the law.

Following a lengthy discussion the Committee members accepted all the bills by majority vote.

Petrovic.
