Seventh Sitting of the Committee on Education, Science, Technological Development and the Information Society

At the sitting held on 23 November, the Committee on Education, Science, Technological Development and the Information Society discussed the Bill amending and modifying the Law on Copyright and Related Rights, elaborated by representatives of the Ministry of Education, Science and Technological Development.


The Bill envisages setting up mechanisms for the establishment of the author’s right to a fee according to tariffs, the amount of which will comply with the users’ economic potential, and not to the detriment of the bearer of copyright and related rights. The explanation, among other things, pointed out that the economic and material situation in the country was taken into consideration in the course of the drafting of the Bill so that the proposed legislation could be implemented, and that the Bill would be compliant with similar laws in the region.
Representatives of civic organisations dealing with copyright, among them the Organisation for the Protection of Interpreters’ Rights, Organisation of Phonogram Producers, Organisation for Collective Administration of Interpreters’ Rights and SOKOJ, took part in the Committee’s work. They drew the Committee members’ and Ministry representatives’ attention to the flaws of the Bill saying that, in the course of the drafting, the submitters of the Bill failed to consult with the associations and individuals affected by the provisions of the Bill.
Following the debate, the Committee decided to accept the Bill amending and modifying the Law on Copyright and Related Rights, in principle.
The Committee also ruled on the election of a Committee representative to the working group on Training Programme Development and Verification of the Ministry of Justice and Public Administration, and nominated Committee member Prof. Dr Marko Atlagic for the post.

The sitting was chaired by the Committee Chairman, Prof. Dr Miodrag Stojkovic.
