Security Services Control Committee Chairperson Jadranka Joksimovic Talks to UN Security Council's Counter-Terrorism Committee Delegation

The Chairperson of the Security Services Control Committee, Jadranka Joksimovic, talked yesterday, at the National Assembly House, with a delegation of the United Nations Security Council's Counter-Terrorism Committee, headed by Chen Weixiong, Deputy Executive Director of the Counter-Terrorism Committee Executive Directorate (CTED).

The Committee Chairperson briefed the officials on the Committee’s scope, focusing on the Committee’s control of the work of the security services – Security Information, Military Security and Military Intelligence Agency. Joksimovic deemed that, by acting within its scope, the Committee did not disrupt the efficiency of the agencies which, according to the Committee Chairperson, act in accordance with the highest principles of constitutionality and legality and observance of human rights and liberties. The Committee has established cooperation with independent state bodies such as the Ombudsman, Commissioner for Information of Public Importance and Personal Data Protection and the State Audit Institution, which is also important for the protection of human rights and liberties. Joksimovic informed the delegation that an internal act is being prepared which would establish the mechanisms of direct oversight over the work of the security services.

Chen Weixiong commended the Committee’s work and commitment to improving the Parliament’s control role by implementing new methodology, and showed interest to be kept informed on the further course of the process and the Committee's work as a whole. The officials agreed that developing regional cooperation with the committees with the same scope operating in the countries of the region, as well as sharing experience and best practice examples with the parliamentary committees of other countries is of great importance for the improvement of the Committee’s work.

The meeting was part of the CTED official visit to the Republic of Serbia with the purpose of assessing the implementation of the UNSC Resolution 1373 by the Republic of Serbia, which calls for countries to fight terrorism and implement the provisions of the Resolution by passing laws, directives and establishing administrative bodies. Also, the meeting put particular emphasis on the issue of human rights i.e. their protection within the fight against terrorism.
