Second Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 24 October, the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications considered the Republic Agency for Postal Services 2011 Work and Activity Report.


The President of the Agency’s Council Dragan Djordjevic pointed out that the Report covers the characteristics of universal postal services in Serbia, as well as the capacity of the public postal operator – PTT traffic Serbia. Djordjevic stated that the Serbian Post Office has, for the first time, developed a software programme to use in its own network. The Report also covers an analysis of the postal services market.
Following a short discussion, the Committee formulated the following Conclusion Proposals to forward to the National Assembly for consideration:
1. The National Assembly accepts the Republic Agency for Postal Services 2011 Work and Activity Report.
2. The National Assembly endorses the activities of the Republic Agency for Postal Services, particularly in the sphere of creating the conditions for the provision of postal services, establishment of quality standards and following their application.
3. The National Assembly obliges the Ministry of Foreign and Internal Trade and Telecommunications to harmonise the regulations regulating the sphere of postal services with the internationally accepted standards.
4. This conclusion will be published in the Official Gazette of the Republic of Serbia.

The Committee members also considered the Republic Agency for Electronic Communication (RATEL) 2011 Activity Report, presented by the Chairman of the RATEL Executive Board, Prof. Dr Jovan Radunovic, and RATEL Director, Dr Milan Jankovic. They said that the process of liberalisation and opening up of the electronic communication market in Serbia has continued in the course o 2011, and that RATEL passed a series of by-laws within its scope, as part of its regulatory activities. They briefed the Committee members on the situation in the communication market, as well as the number of electronic communication operators.
In the course of the discussion, the Committee members asked for additional information on the RATEL’s income structure, number of employees and its ability to exercise its authority in Kosovo-Metohija.
Following the discussion, the Committee formulated the following Conclusion Proposals to forward to the National Assembly for consideration:
1. The National Assembly accepts the Republic Agency for Electronic Communication (RATEL) 2011 Activity Report.
2. The National Assembly endorses the activities of the RATEL.
3. This conclusion will be published in the Official Gazette of the Republic of Serbia.

In the continuation of the sitting, the Committee members accepted the invitation to a seminar on the preparation of the Draft Law on the registration of ownership rights to illegally constructed buildings.

The sitting was chaired by Dejan Radenkovic, Committee Chairman.
