Second Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 28 May, the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications discussed the Republic Agency for Postal Services 2013 Activity Report presented by Agency representative Slavko Djumic and support service chief Zeljko Gagovic.


The Report states that the Post of Serbia is providing 94.5% of all postal services, that one postal office covers 5000 citizens, whereas in European countries the ratio is 4500 citizens per post office. The Agency representatives pointed out that the scope of postal services is smaller than in developed European countries. The Report also states that the Post of Serbia realises 0.5 – 0.7% of Serbia’s GNP. The Agency representatives stressed that there is room to improve the postal service market especially in the sphere of direct postal services and remote marketing.

The Committee members asked about simplifying the administrative procedures for the opening of private postal operators, drawing attention to the insufficient coverage of postal services in rural areas where the wait period for post is considerably longer than in urban areas.

After the discussion, the Committee members unanimously adopted the following conclusions:

1. The National Assembly accepts the Republic Agency for Postal Services 2013 Activity Report.
2. The National Assembly endorses all the activities of the Republic Agency for Postal Services aimed at improving the business conditions for postal services, establishment of stipulated quality standards and protection of the consumer rights of postal service users.
3. The National Assembly supports the continued progress and harmonisation of the rules regulating the field of postal services with internationally accepted standards.
4. The conclusion shall be published in the Official Gazette of the Republic of Serbia.

At the sitting, the Committee also set up a working group to address proposals comprising Katarina Rakic as the Chairperson, and Dr Vladimir Orlic and Jovan Markovic as working group members.

The sitting was chaired by Milutin Mrkonjic, Committee Chairman.
