Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2013

At the request of 138 MPs, the Speaker of the National Assembly of the Republic of Serbia, MA Nebojsa Stefanovic, convened the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, for Tuesday, 22 January 2013, starting at 10 am.


The request to hold the extraordinary session specifies the following agenda:

1. Bill on Stimulation of Agriculture and Rural Development,
2. Bill on Nationality and Registration of Vessels,
3. Bill amending and modifying the Law on Air Protection,
4. Bill amending the Law on Salaries in State Bodies and Public Services,
5. Bill amending and modifying the Law on Trade,
6. Bill amending and modifying the Law on Trademarks,
7. Bill on the Confirmation of the Consular Convention between the Republic of Serbia and Montenegro,
8. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Macau Special Administrative Region of the People’s Republic of China on Mutual Visa Abolition,
9. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Argentina on the Employment of Family Members of the Diplomatic, Consular, Administrative and Technical Staff of Diplomatic and Consular Representative Offices,
10. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Namibia,
11. Bill on the Confirmation of the International Treaty on Plant Genetic Resources for Food and Agriculture,
12. Bill on the Confirmation of the Protocol on Conservation and Sustainable Use of Biological and Landscape Diversity to the Framework Convention on the Protection and Sustainable Development of the Carpathians adopted in Kiev on 22 May 2003,
13. Bill on the Confirmation of the Protocol on Water and Health to the 1992 Convention on the Protection and Use of Transboundary Watercourses and International Lakes,
14. Bill on the Confirmation of the Agreement among the Member States of the South-Eastern Europe Health Network on the Host Country Arrangements for the Seat of the Secretariat of the South-Eastern Europe Health Network,
15. Bill on the Confirmation of the Protocol on the Law Applicable to Maintenance Obligations,
16. Bill amending the Law on the Confirmation of the International Labour Organisation’s 2006 Maritime Labour Convention,
17. Bill on the Confirmation of the Convention on Limitation of Liability for Maritime Claims and the 1996 Protocol amending and modifying the Convention on Limitation of Liability for Maritime Claims,
18. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Cabinet of Ministers of Ukraine on Road Transport of Passengers and Goods,
19. Bill on the Confirmation of the International Road Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Latvia,
20. Bill on the Confirmation of the Air Transport Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Laszlo Varga, Olena Papuga, Dubravka Filipovski, Bojan Djuric, Aleksandar Jugovic, Slavica Saveljic, Slobodan Samardzic, Bozidar Djelic and Dragan Sormaz, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly accepted the proposal of MP Meho Omerovic to complete a joint debate in principle and single debate on items 1, 3, 11, 12, 13 and 14 on the agenda, joint debate in principle and single debate on items 2, 16, 17, 18, 19 and 20 on the agenda and joint single debate on items 7, 8, 9, 10 and 15 on the agenda.

Before recess, the National Assembly commenced the joint debate in principle and single debate on the Bill on Stimulation of Agriculture and Rural Development, Bill amending and modifying the Law on Air Protection, Bill on the Confirmation of the International Treaty on Plant Genetic Resources for Food and Agriculture, Bill on the Confirmation of the International Treaty on Plant Genetic Resources for Food and Agriculture, Bill on the Confirmation of the Protocol on Conservation and Sustainable Use of Biological and Landscape Diversity to the Framework Convention on the Protection and Sustainable Development of the Carpathians adopted in Kiev on 22 May 2003, Bill on the Confirmation of the Protocol on Water and Health to the 1992 Convention on the Protection and Use of Transboundary Watercourses and International Lakes and the Bill on the Confirmation of the Agreement among the Member States of the South-Eastern Europe Health Network on the Host Country Arrangements for the Seat of the Secretariat of the South-Eastern Europe Health Network.

The Bills were explained to the MPs by the representatives of the submitter – Minister of Agriculture, Forestry and Water Management Goran Knezevic and Minister of Energy, Development and Environmental Protection Zorana Mihajlovic.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the terms of office of MPs Milan Markovic, Janko Radakovic and Aleksandra Jerkov, before the expiry of the term they were elected for.

After recess, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the terms of office of MPs Vladimir Gordic, Jovanka Petrovic and Dragan Andric, elected from the CHOICE FOR BETTER LIFE - BORIS TADIC Electoral List, who proceeded to take the oath of office.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Ivica Toncev, before the expiry of the term he was elected for.

By the end of the day the National Assembly had completed the debate in principle and single debate on items 1, 3, 11, 12, 13 and 14 on the agenda.

On the second day of work, 23 January, before recess, the National Assembly conducted and concluded a joint debate in principle and single debate on the Bill on Nationality and Registration of Vessels, Bill amending the Law on the Confirmation of the International Labour Organisation’s 2006 Maritime Labour Convention, Bill on the Confirmation of the Convention on Limitation of Liability for Maritime Claims and the 1996 Protocol amending and modifying the Convention on Limitation of Liability for Maritime Claims, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Cabinet of Ministers of Ukraine on Road Transport of Passengers and Goods, Bill on the Confirmation of the International Road Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Latvia and the Bill on the Confirmation of the Air Transport Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro.

After recess, the National Assembly completed a debate in principle on the Bill amending the Law on Salaries in State Bodies and Public Services. The proposed amendments to the Bill were elaborated by Minister of Justice and Public Administration Nikola Selakovic.

By the end of the day the National Assembly had also completed a debate in principle on the Bill amending and modifying the Law on Trade. Rasim Ljajic, Deputy Prime Minister and Minister of Foreign and Internal Trade and Telecommunications, gave the introductory address on the Bill.

On the third day of work, 24 January, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Miljenko Dereta, Mirko Cikiriz, Jelena Travar Miljevic, Milica Vojic Markovic, Jelena Trivan and Momir Stojanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the morning part of the proceedings, the National Assembly conducted and concluded a joint debate in principle on the Bill amending and modifying the Law on Trademarks, which was explained to the MPs by the Minister of Education, Science and Technological Development, Prof. Dr Zarko Obradovic.

In the afternoon, the National Assembly completed a joint single debate on items 7, 8, 9, 10 and 15 on the agenda i.e. the Bill on the Confirmation of the Consular Convention between the Republic of Serbia and Montenegro, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Macau Special Administrative Region of the People’s Republic of China on Mutual Visa Abolition, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Argentina on the Employment of Family Members of the Diplomatic, Consular, Administrative and Technical Staff of Diplomatic and Consular Representative Offices, Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Namibia and the Bill on the Confirmation of the Protocol on the Law Applicable to Maintenance Obligations.

The bills were elaborated by Minister of Justice and Public Administration Nikola Selakovic, representative of the submitter.

On the fourth day of work, 28 January, the National Assembly commenced a debate in detail on the Bill on Stimulation of Agriculture and Rural Development.

Before recess, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Ljubica Vasic, before the expiry of the term she was elected for, on the day she tendered her resignation.

After recess, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Zoran Andjelkovic, elected from the IVICA DACIC - SOCIALIST PARTY OF SERBIA (SPS), PARTY OF UNITED PENSIONERS OF SERBIA (PUPS), UNITED SERBIA (US) Electoral List, who proceeded to take the oath of office.

By the end of the day, the National Assembly had completed the debate on the amendments submitted to the Bill on Stimulation of Agriculture and Rural Development, as well as a debate on the amendments submitted to the Bill on Nationality and Registration of Vessels.

On the fifth day of work, 29 January, before recess, the National Assembly conducted and concluded a debate in detail on the Bill amending and modifying the Law on Air Protection.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Ranka Savic, Zika Gojkovic, Zaharije Trnavcevic, Vesna Milekic, Sinisa Kovacevic, Janko Veselinovic and Kenan Hajdarevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

After recess, the National Assembly completed a debate in detail on the Bill amending and modifying the Law on Trade and the Bill amending and modifying the Law on Trademarks.

As the National Assembly had completed a debate in principle and in detail on all the items on the agenda for the Second Extraordinary Session of the National Assembly in 2013, National Assembly Speaker MA Nebojsa Stefanovic set Wednesday, 30 January 2013, as Voting Day on all the items on the agenda for the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, starting at 11 am.

Voting Day

On Voting Day, 30 January, by a majority of votes, the National Assembly adopted the Bill on Stimulation of Agriculture and Rural Development, Bill on Nationality and Registration of Vessels, Bill amending and modifying the Law on Air Protection, Bill amending the Law on Salaries in State Bodies and Public Services, Bill amending and modifying the Law on Trade and the Bill amending and modifying the Law on Trademarks.

By a majority of votes, the National Assembly also adopted the Bill on the Confirmation of the Consular Convention between the Republic of Serbia and Montenegro, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Macau Special Administrative Region of the People’s Republic of China on Mutual Visa Abolition, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Argentina on the Employment of Family Members of the Diplomatic, Consular, Administrative and Technical Staff of Diplomatic and Consular Representative Offices and the Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Namibia.

The MPs also adopted, by a majority of votes, the Bill on the Confirmation of the Protocol on the Law Applicable to Maintenance Obligations, Bill amending the Law on the Confirmation of the International Labour Organisation’s 2006 Maritime Labour Convention, Bill on the Confirmation of the Convention on Limitation of Liability for Maritime Claims and the 1996 Protocol amending and modifying the Convention on Limitation of Liability for Maritime Claims, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Cabinet of Ministers of Ukraine on Road Transport of Passengers and Goods, Bill on the Confirmation of the International Road Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Latvia and the Bill on the Confirmation of the Air Transport Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the Second Extraordinary Session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the National Assembly Speaker, MA Nebojsa Stefanovic, concluded the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2013
