Progress Report Adopted in Strasbourg on Resolution 1912 “The Situation in Kosovo and the Role of the Council of Europe”

In the second part of its session in Strasbourg, the Parliamentary Assembly of the Council of Europe adopted the progress report on the implementation of Resolution 1912 “The Situation in Kosovo and the Role of the Council of Europe”.


The Resolution was adopted based on the report of Bjorn von Sydow on the standards of legal and human rights and democracy, which envisages a more active dialogue with the elected representatives of Pristina. As the report and subsequent resolution accept almost all the suggestions of the its representatives, the Serbian delegation to the Parliamentary Assembly accepted the resolution by majority of votes.

Reacting to the adoption of the progress report on the implementation of the Resolution, the Head of the National Assembly's delegation in Strasbourg, Aleksandra Djurovic fully agreed with the intention of the Council of Europe to promote reconciliation and help implement the rule of law and especially human rights in Kosovo, and also, which is most important for Serbia, to ensure safety for the Serbs living in Kosovo.

Djurovic stressed that the Council of Europe must not jeopardize its neutral status because the slightest inkling that this might happen would jeopardize the newly-achieved agreement in Brussels and the continued efforts to normalize the situation in Kosovo. She also emphasised that the modalities of cooperation with the elected representatives of Pristina must not deviate from the principles the Council of Europe is founded on. According to her, Serbia sincerely wishes to see Council of Europe standards implemented in Kosovo, hoping that the representatives of Pristina would use their opportunity to be in attendance in Strasbourg wisely and not abuse the opportunity they have been given, but implement European standards in Kosovo.

Aleksandra Djurovic concluded her address by quoting the part of the Council of Europe Resolution 1912 speaking of the basic principles of the rights of the people living in Kosovo, irrespective of the status of the province, related to the rule of law, the right to life, human rights and democracy, adding that so far we have not seen this from the Pristina authorities, and hoping that this would change thanks to the efforts of the Council of Europe and Pristina authorities.
