Letter of Protest of the Head of the Standing Delegation of the National Assembly of the Republic of Serbia to the NATO Parliamentary Assembly Vladimir Djukanovic to the President of the NATO Parliamentary Assembly

Regarding the announcement of the NATO Parliamentary Assembly at the meeting of the Standing Committee on 24 March 2024 in Tallinn that the "Parliament of Kosovo" will be promoted from the status of observer to the status of associate member, Vladimir Djukanovic, Head of the standing delegation of the National Assembly of the Republic of Serbia to the NATO Parliamentary Assembly, sent a letter of protest to the President of the NATO Parliamentary Assembly, Mr Szczerba.



Dear Mr Szczerba,

It was with great disappointment and concern, that we received the news that at the recently held meeting in Tallinn the Standing Committee of the NATO Parliamentary Assembly considered the promotion of the status of the so-called "Assembly of Kosovo" within the NATO PA, from the status of observer to the status of associate member, so we ask you for an explanation of this, for us, completely unexpected and unfounded decision.

On this occasion, I would like to remind you that the so-called "Kosovo" is not an independent state and that this not only sets a precedent within the organization you preside over, but also directly violates United Nations Security Council Resolution 1244. Moreover, so-called "Kosovo" is not only not a member of the United Nations, but also most of the UN member states do not recognize the unilaterally declared independence of so-called "Kosovo", including the member countries of the NATO Parliamentary Assembly. I will also remind you that during the last few years, 28 countries retracted their recognition of the unilaterally declared independence of the so-called "Kosovo".

It is a very unfortunate coincidence that the Republic of Serbia was marking the 25th anniversary of the beginning of NATO's aggression against our country on 24 March 2024, when the aforementioned decision of the NATO PA Standing Committee was announced. Also, the confirmation of this decision would be a "reward" for the reckless behaviour of the representatives of the provisional institutions in Pristina and the terror being carried out on the Serbian population in Kosovo-Metohija.

These steps are all the more incomprehensible, since the delegation of the National Assembly of the Republic of Serbia to the NATO Parliamentary Assembly has been cooperating correctly and mutually beneficially with the NATO Parliamentary Assembly for more than 20 years, starting in 2002, as evidenced by the evaluations of the constructive approach of our delegation in this international parliamentary organization for more than two decades.

I would like to make it clear once again that we strongly oppose the granting of associate status to the so-called "Assembly of Kosovo" and we hope that this decision will not be confirmed at the next session of the NATO Parliamentary Assembly, so we expect firm guarantees from you that this issue will not be put on the agenda of the next session.

We are confident that you will once again carefully consider this sensitive issue, bearing in mind all the abovementioned facts. Otherwise, the delegation of the National Assembly of the Republic of Serbia will be forced to carefully consider the expediency of its further participation in the work of the NATO PA.
