Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2013

The Speaker of the National Assembly of the Republic of Serbia, MA Nebojsa Stefanovic, convened the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2013, for Wednesday, 22 May 2013, starting at noon.


The National Assembly set the following agenda:

1. Bill amending and modifying the Property Tax Law, submitted by the Government,
2. Bill amending and modifying the Corporate Income Tax Law, submitted by the Government,
3. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government,
4. Bill amending and modifying the Law on Mandatory Social Insurance Contributions, submitted by the Government,
5. Bill amending and modifying the Personal Income Tax Law, submitted by the Government,
6. Bill amending and modifying the Excise Tax Law, submitted by the Government,
7. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Russian Federation granting a State Financial Loan to the Government of the Republic of Serbia, submitted by the Government,
8. Bill on the Confirmation of the Loan Contract for the Water Supply and Wastewater Processing Programme in Medium-Sized Municipalities in Serbia III amounting up to 46,000,000 EUR between KfW, Frankfurt-am-Main, and the Republic of Serbia, submitted by the Government,
9. Bill on the Confirmation of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin, submitted by the Government,
10. Bill on the Confirmation of the Contract between the Government of the Republic of Serbia and Government of the Socialist Republic of Vietnam on Avoidance of Double Taxation with respect to Taxes on Income, submitted by the Government.

By a majority of votes, the National Assembly accepted the proposal of MP Vladimir Ilic to complete a joint debate in principle on items 1, 2, 3, 4, 5, and 6 on the proposed agenda and a joint single debate on items 7, 8, 9 and 10 on the proposed agenda for the sitting.

On the second day of work, 24 May, the National Assembly commenced a joint debate in principle on the Bill amending and modifying the Property Tax Law, Bill amending and modifying the Corporate Income Tax Law, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Law on Mandatory Social Insurance Contributions, Bill amending and modifying the Personal Income Tax Law and the Bill amending and modifying the Excise Tax Law.
The bills were elaborated, on the behalf of the submitter, by Minister of Finance and Economy Mladjan Dinkic.
By the end of the day, the National Assembly had concluded the joint debate in principle on items 1, 2, 3, 4, 5, and 6 on the agenda.
The National Assembly also completed a joint single debate on the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Russian Federation granting a State Financial Loan to the Government of the Republic of Serbia, Bill on the Confirmation of the Loan Contract for the Water Supply and Wastewater Processing Programme in Medium-Sized Municipalities in Serbia III amounting up to 46,000,000 EUR between KfW, Frankfurt-am-Main, and the Republic of Serbia, Bill on the Confirmation of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin and the Bill on the Confirmation of the Contract between the Government of the Republic of Serbia and Government of the Socialist Republic of Vietnam on Avoidance of Double Taxation with respect to Taxes on Income.

On the third day of work, 27 May, the National Assembly continued the proceedings with a debate in detail on the Bill amending and modifying the Property Tax Law.
By the end of the day, the National Assembly had completed the debate in detail on the Bill.

On the fourth day of work, 28 May, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Arpad Fremond, Zaharije Trnavcevic, Olgica Batic, Zoran Ostojic, Milica Radovic, Teodora Vlahovic and Marijan Risticevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly went on to conduct and conclude a debate in detail on the Bill amending and modifying the Corporate Income Tax Law, Bill amending and modifying the Law on Tax Procedure and Tax Administration and the Bill amending and modifying the Law on Mandatory Social Insurance Contributions.
By the end of the day, the National Assembly had also completed a debate in detail on the Bill amending and modifying the Personal Income Tax Law and the Bill amending and modifying the Excise Tax Law.

On the fifth day of work, 29 May, the National Assembly completed a debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

As the National Assembly had completed the debate on all the items on the agenda for the sitting, National Assembly Speaker MA Nebojsa Stefanovic, set Wednesday, 29 May 2013, as Voting Day on all the items on the agenda for the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2013, starting at 9.25 am.

Voting Day

On Voting Day, 29 May, by a majority of votes, the National Assembly adopted the Bill amending and modifying the Property Tax Law, Bill amending and modifying the Corporate Income Tax Law, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Law on Mandatory Social Insurance Contributions, Bill amending and modifying the Personal Income Tax Law, and the Bill amending and modifying the Excise Tax Law.

By a majority of votes, the MPs adopted the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Russian Federation granting a State Financial Loan to the Government of the Republic of Serbia, Bill on the Confirmation of the Loan Contract for the Water Supply and Wastewater Processing Programme in Medium-Sized Municipalities in Serbia III amounting up to 46,000,000 EUR between KfW, Frankfurt-am-Main, and the Republic of Serbia, Bill on the Confirmation of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin, Bill on the Confirmation of the Contract between the Government of the Republic of Serbia and Government of the Socialist Republic of Vietnam on Avoidance of Double Taxation with respect to Taxes on Income.

By a majority of votes, the National Assembly also adopted the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the Fourth Sitting of the First Regular Session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the National Assembly Speaker, MA Nebojsa Stefanovic, concluded the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2013.

The First Regular Session of the National Assembly in 2013 was completed to the sounds of the national anthem, “God of Justice”, interpreted by the Barili ladies’ choir from Pozarevac.
