The request to hold the session specifies the following agenda:

1. Bill amending the Law on Public Notaries, submitted by the Government,
2. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker,
3. Proposal of the Decision on the Appointment of the Heads of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker,
4. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group,
5. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group, and
6. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.

By a majority of votes, the National Assembly accepted the proposal of MP Stefana Miladinovic to complete a joint single debate on items 2 to 6 on the agenda for the session.

The National Assembly conducted and concluded a debate in principle on the Bill amending the Law on Public Notaries, which was elaborated by Minister of Justice and Public Administration Nikola Selakovic as the representative of the submitter.

In the course of the proceedings, the Chair, National Assembly Deputy Speaker Vesna Kovac, reprimanded MPs Borislav Stefanovic and Marijan Risticevic for disturbing the order at the sitting.

The Chair, National Assembly Deputy Speaker Vesna Kovac, informed the MPs that a new parliamentary group had been established at the National Assembly – Together for Serbia, headed by MP Dusan Petrovic with MP Sanja Cekovic as his deputy.

By the end of the day the National Assembly had also concluded a joint single debate on items 2 to 6 on the agenda i.e. the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, Proposal of the Decision on the Appointment of the Heads of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, both submitted by the National Assembly Speaker, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.

On the second day of work, 27 February, the National Assembly completed a debate on the amendments submitted to the Bill amending the Law on Public Notaries.

As the National Assembly had concluded the debate on all the items on the agenda for the session, the Chair, National Assembly Deputy Speaker Vesna Kovac set Wednesday, 27 February, as Voting Day on the items on the agenda for the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, starting at 5 pm.

Voting Day

On Voting Day, 27 February, by a majority of votes, the National Assembly adopted the Bill amending the Law on Public Notaries.

By a majority of votes, the National Assembly also adopted the decision proposals amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions; on the Appointment of the Heads of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions; amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group; amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group, and amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Vesna Kovac, concluded the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013.
