First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, for Saturday, 24 October, starting at 10 am.


The First Regular Session was opened to the sounds of the national anthem of the Republic of Serbia performed by Natasa Radovanovic Prockovic, soloist of the ensemble “Nocturne”.

The National Assembly adopted the following agenda:

  1. Bill on Ministries, submitted by 167 MPs of the “Aleksandar Vucic – For Our Children” Parliamentary Group,
  2. Proposal of the Decision on the termination of office and appointment to the Republic Electoral Commission, submitted by MP Dr Aleksandar Martinovic, and
  3. Proposal for the Appointment of Deputy Secretaries General of the National Assembly of the Republic of Serbia, submitted by the National Assembly Secretary General.
The National Assembly accepted the proposal of MP Dr Vladimir Orlic to complete a joint debate in principle and single debate on all the items on the agenda.

The National Assembly then proceeded to conduct the joint debate in principle and single debate on all the items on the agenda.

As the National Assembly completed the debate on 2 and 3 items on the agenda, National Assembly Speaker Ivica Dacic set Saturday, 24 October 2020, as Voting Day on these on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, starting at 7.18 pm

Voting Day on items 2 and 3 on the agenda

On Voting Day, 24 October 2020, the National Assembly unanimously adopted the Proposal of the Decision on the termination of office and appointment to the Republic Electoral Commission, submitted by MP Dr Aleksandar Martinovic.

The National Assembly also unanimously adopted the Proposal for the Appointment of Deputy Secretaries General of the National Assembly of the Republic of Serbia, appointing Srdjan Smiljanic and Branko Marinkobvic Deputy Secretaries General.

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic congratulated the newly-appointed Deputy Secretaries General and wished them success in their work on behalf of the MPs and himself.

On the second day of the proceedings, 26 October, the National Assembly considered the amendments submitted to the Bill on Ministries.

In the course of the sitting, based on the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MPs Dr Nebojsa Marjanovic, Jasmina Palurovic, Dalibor Radicevic, Milos Vucevic, Maja Gojkovic, Marija Obradovic, Branislav Nedimovic, Radomir Dmitrovic and Milan Krkobabic, before the expiry of the term they were elected for.

As the National Assembly had completed the debate in principle and in detail on the Bill on Ministries, the chair, National Assembly Deputy Speaker Dr Vladimir Orlic set Monday, 26 October 2020, as Voting Day on the first item on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, starting at 6 pm.

Voting Day on the first item on the agenda

On Voting Day, 26 October 2020, before moving on to vote on the first item on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Marko Djuric on the day of his resignation, before the expiry of the term he was elected for.

The National Assembly proceeded to pass, unanimously, with 205 votes in favour, the Bill on Ministries.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020.
