First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017, for Tuesday, 3 October, starting at 10 am.


The First Regular Session was opened to the sounds of the national anthem of the Republic of Serbia performed by the choir “Karpati” from Vrbas.

National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, the members of the UK delegation to the Inter-Parliamentary Union who followed part of the National Assembly sitting from the gallery of the Grand Hall.

Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Natasa Micic, Sonja Pavlovic, Djordje Vukadinovic, Miroslav Aleksic, Dr Predrag Jelenkovic, Milos Boskovic, Bosko Obradovic, Balsa Bozovic, Marijan Risticevic and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to adopt the following agenda:

  1. Bill on National Academy for Public Administration, submitted by the Government;
  2. Bill amending and modifying the Law on Civil Servants, submitted by the Government;
  3. Bill amending the Law on Information Security, submitted by the Government;
  4. Bill on Electronic Document, Electronic Identification and Trust Services for Electronic Transactions, submitted by the Government;
  5. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic;
  6. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic;
  7. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group;
  8. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group;
  9. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group;
  10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group;
  11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the New Serbia – Movement for Serbia’s Salvation Parliamentary Group;
  12. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 through 4, as well as a joint single debate on items 5 through 11 on the agenda.

The National Assembly proceeded to commence the joint debate in principle on the Bill on National Academy for Public Administration, Bill amending and modifying the Law on Civil Servants, Bill amending the Law on Information Security and the Bill on Electronic Document, Electronic Identification and Trust Services for Electronic Transactions.

The bills were presented by the representatives of the submitter Minister of Public Administration and Local Self-Government Branko Ruzic and Deputy Prime Minister and Minister of Trade, Tourism and Telecommunications Rasim Ljajic.

On the second day of the proceedings, 4 October, the National Assembly conducted the joint debate in principle on the Bill on National Academy for Public Administration, Bill amending and modifying the Law on Civil Servants, Bill amending the Law on Information Security and the Bill on Electronic Document, Electronic Identification and Trust Services for Electronic Transactions.

The sitting was attended by the representatives of the submitter Minister of Public Administration and Local Self-Government Branko Ruzic and Deputy Prime Minister and Minister of Trade, Tourism and Telecommunications Rasim Ljajic.

On the third day of the proceedings, 5 October, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Sanda Raskovic Ivic, Marinika Tepic. Natasa Sp. Jovanovic, Enis Imamovic, Milija Miletic, Marko Djurisic, Gordana Comic, Branka Stamenkovic and Srdjan Nogo requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

On the fourth day of the proceedings, 6 October, the National Assembly continued and by the end of the day concluded the joint debate in principle on the Bill on National Academy for Public Administration, Bill amending and modifying the Law on Civil Servants, Bill amending the Law on Information Security and the Bill on Electronic Document, Electronic Identification and Trust Services for Electronic Transactions.

On the fifth day of the proceedings, 9 October, the National Assembly conducted and concluded a joint single debate on items 5 through 11 on the agenda, as well as a single debate on item 12 on the agenda.

The National Assembly proceeded to complete a debate in detail on the Bill on National Academy for Public Administration and commenced a debate in detail on the Bill amending and modifying the Law on Civil Servants. The sitting was attended by Deputy Prime Minister and Minister of Trade, Tourism and Telecommunications Dr Rasim Ljajic and Minister of Public Administration and Local Self-Government Branko Ruzic.

On the sixth day of the proceedings, 12 October, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Fatmir Hasani, Prof. Dr Vojislav Seselj, MA Ivan Kostic, Jovan Jovanovic, Balsa Bozovic, Ana Stevanovic, Marijan Risticevic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and concluded the debate in detail on the Bill amending and modifying the Law on Civil Servants.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office before the expiry of the term they were elected for of MPs Ivan Karic, Branislav Blazic and Marko Gavrilovic, on the day of their resignation.

On the sixth day of the proceedings the National Assembly also completed a debate in detail on the Bill amending the Law on Information Security and the Bill on Electronic Document, Electronic Identification and Trust Services for Electronic Transactions.

Based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Mirjana Dragas, elected from the Electoral List IVICA DACIC – “Socialist Party of Serbia (SPS), United Serbia (JS) – Dragan Markovic Palma”, and MPs Branko Popovic and Boban Birmancevic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, after which the MPs took the oath of office.

As the National Assembly completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Maja Gojkovic set Tuesday, 17 October 2017, as Voting Day on all the items on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017, starting at 10 am.

Voting Day

On Voting Day, 17 October, by majority vote, the National Assembly passed the Bill on National Academy for Public Administration, Bill amending and modifying the Law on Civil Servants, Bill amending the Law on Information Security and the Bill on Electronic Document, Electronic Identification and Trust Services for Electronic Transactions.

The MPs also passed the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic, Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group, and the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic on 25 September 2017.

The National Assembly did not pass the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the New Serbia – Movement for Serbia’s Salvation Parliamentary Group.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017.
