First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2013

National Assembly Deputy Speaker Vesna Kovac convened the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2013, for Thursday, 7 March 2013, starting at 10 am.


The first sitting was chaired by National Assembly Deputy Speaker Vesna Kovac.

The First Regular Session was opened to the sounds of the national anthem of the Republic of Serbia performed by St. John the Baptist Mixed Church Choir from Backa Palanka.

The National Assembly adopted the following agenda:

1. Bill on Efficient Energy Use, submitted by the Government,
2. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Natural Gas Delivery from the Russian Federation to the Republic of Serbia, submitted by the Government,
3. Bill on Special Conditions for Registry of Ownership Rights for Buildings Constructed without a Construction Permit, submitted by the Government,
4. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation Granting a State Export Credit to the Government of the Republic of Serbia, submitted by the Government,
5. Bill on the Confirmation of the Guarantee Agreement between the Republic of Serbia and the Kuwait Fund for Arab Economic Development (Belgrade Center Railway Station Project – Phase I), submitted by the Government,
6. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia an the Government of the United Arab Emirates, submitted by the Government,
7. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the United Arab Emirates, submitted by the Government,
8. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the United Arab Emirates on Avoidance of Double Taxation with respect to Taxes on Income, submitted by the Government,
9. Bill on the Confirmation of the Agreement between the Republic of Serbia and the United Arab Emirates on Reciprocal Stimulation and Protection of Investments, submitted by the Government,
10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Social Democratic Party of Serbia Parliamentary Group,
11. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Deputy Speaker Vesna Kovac,
12. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Regions of Serbia Parliamentary Group, with amendment.

By a majority of votes, the National Assembly decided to complete a joint debate in principle and single debate on items 1 and 2 on the agenda, a joint single debate on items 4, 5, 6, 7, 8 and 9 on the agenda and a joint single debate on items 10 and 11 on the agenda for the sitting.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Zaharije Trnavcevic, Olgica Batic, Milorad Stosic, Bojan Djuric, Dubravka Filipovski, Predrag Markovic, Dr Slobodan Samardzic, Prof. Dr Dusan Milisavljevic and Dr Dragomir Karic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly commenced the joint debate in principle and single debate on the Bill on Efficient Energy Use and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Natural Gas Delivery from the Russian Federation to the Republic of Serbia. The Bills were elaborated by Minister of Energy, Development and Environmental Protection Zorana Mihajlovic.

For the remainder of the day the National Assembly conducted and concluded the joint debate in principle and single debate on items 1 and 2 on the agenda for the sitting.

On the second day of work, 8 March, before moving on to the agenda, the Chair, National Assembly Deputy Speaker Konstantin Arsenovic, congratulated all the women of Serbia, and the women MPs in particular, on the 8 March - International Women’s Day.

The National Assembly continued the proceedings with a debate in principle on the Bill on Special Conditions for Registry of Ownership Rights for Buildings Constructed without a Construction Permit, presented to the MPs by Velimir Ilic, Minister of Construction and Urbanism.

The Chair, National Assembly Deputy Speaker Konstantin Arsenovic, informed the MPs that students of the Faculty of Law and European Law Students’ Association were following part of the sitting from the gallery of the Grand Hall of the National Assembly House, whom he proceeded to greet on the behalf of the MPs and himself.

For the remainder of the day, the National Assembly conducted the discussion in principle on the Bill on Special Conditions for Registry of Ownership Rights for Buildings Constructed without a Construction Permit.

On the third day of work, 11 March, the National Assembly continued the proceedings with a debate in principle on the Bill on Special Conditions for Registry of Ownership Rights for Buildings Constructed without a Construction Permit, presented by Velimir Ilic, Minister of Construction and Urbanism.

Before recess, the National Assembly completed the debate in principle on the Bill and proceeded with a joint single debate on items 4, 5, 6, 7, 8 and 9 on the agenda, elaborated by the representative of the submitter, Mladjan Dinkic, Minister of Finance and Economy.

By the end of the day, the National Assembly had completed the joint single debate on the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation Granting a State Export Credit to the Government of the Republic of Serbia, Bill on the Confirmation of the Guarantee Agreement between the Republic of Serbia and the Kuwait Fund for Arab Economic Development (Belgrade Center Railway Station Project – Phase I), Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia an the Government of the United Arab Emirates, Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the United Arab Emirates, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the United Arab Emirates on Avoidance of Double Taxation with respect to Taxes on Income, and the Bill on the Confirmation of the Agreement between the Republic of Serbia and the United Arab Emirates on Reciprocal Stimulation and Protection of Investments.

The National Assembly also completed a joint single debate on items 10 and 11 on the agenda, i.e. the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Social Democratic Party of Serbia Parliamentary Group, and the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Deputy Speaker Vesna Kovac, as well as a joint single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Regions of Serbia Parliamentary Group, with amendment.

The Chair, National Assembly Deputy Speaker Vesna Kovac, informed the MPs that the First Sitting of the First Regular Session of the National Assembly in 2013 will be adjourned in order to hold the First Special Sitting of the National Assembly in 2013.

On the fourth day of work, 13 March, before recess, the National Assembly conducted and concluded a debate in detail on the Bill on Efficient Energy Use.

After recess, the National Assembly commenced a debate on the amendments submitted to the Bill on Special Conditions for Registry of Ownership Rights for Buildings Constructed without a Construction Permit.

On the fifth day, 14 March, the National Assembly continued the proceedings with a debate in detail on the Bill on Special Conditions for Registry of Ownership Rights for Buildings Constructed without a Construction Permit.

Before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Zika Gojkovic, Olena Papuga, Miroslav Markicevic, Zoran Ostojic, Jelena Travar Miljevic, Slobodan Samardzic, Vesna Marjanovic and Ljubisa Stojmirovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly had completed the debate in detail on the Bill on Special Conditions for Registry of Ownership Rights for Buildings Constructed without a Construction Permit.

As the National Assembly had concluded the debate on all the items on the agenda for the sitting, the Chair, National Assembly Deputy Speaker Vesna Kovac set Friday, 15 March, as Voting Day on the items on the agenda for the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2013, starting at 11 am.

Voting Day

On Voting Day, 15 March, by a majority of votes, the National Assembly adopted the Bill on Efficient Energy Use and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Natural Gas Delivery from the Russian Federation to the Republic of Serbia.

By a majority of votes, the MPs adopted the Bill on Special Conditions for Registry of Ownership Rights for Buildings Constructed without a Construction Permit.

By a majority of votes, the MPs also adopted the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation Granting a State Export Credit to the Government of the Republic of Serbia, Bill on the Confirmation of the Guarantee Agreement between the Republic of Serbia and the Kuwait Fund for Arab Economic Development (Belgrade Center Railway Station Project – Phase I), Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia an the Government of the United Arab Emirates, Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the United Arab Emirates, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the United Arab Emirates on Avoidance of Double Taxation with respect to Taxes on Income, and the Bill on the Confirmation of the Agreement between the Republic of Serbia and the United Arab Emirates on Reciprocal Stimulation and Protection of Investments.

By a majority of votes, the National Assembly also adopted the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the First Sitting of the First Regular Session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the National Assembly Speaker, MA Nebojsa Stefanovic, concluded the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2013.
