First Extraordinary Session of the National Assembly of the Republic of Serbia in 2013

At the request of the Government, the National Assembly Speaker, MA Nebojsa Stefanovic, convened the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, for Saturday, 12 January 2013, starting at 11 am.


The request to hold the extraordinary session specified an agenda bearing a single item:

1. Proposal of the Resolution of the National Assembly of the Republic of Serbia on Basic Principles for Political Talks with Interim Institutions of Self-Government in Kosovo-Metohija.

The First Extraordinary Session of the National Assembly in 2013 was attended by the President of the Republic of Serbia, Tomislav Nikolic, as well as the Prime Minister and Minister of Interior, Ivica Dacic, and Government members: Aleksandar Vucic, First Deputy Prime Minister responsible for defence, security and the fight against corruption and crime and Minister of Defence, Rasim Ljajic, Deputy Prime Minister and Minister of Foreign and Internal Trade and Telecommunications, Jovan Krkobabic, Deputy Prime Minister and Minister of Labour, Employment and Social Policy, Suzana Grubjesic, Deputy Prime Minister for European Integration, Ivan Mrkic, Minister of Foreign Affairs, Milutin Mrkonjic, Minister of Transport, Velimir Ilic, Minister of Construction and Urbanism, Nikola Selakovic, Minister of Justice and Public Administration, Goran Knezevic, Minister of Agriculture, Forestry and Water Management, Zarko Obradovic, Minister of Education, Science and Technological Development, Slavica Djukic Dejanovic, Minister of Health, Zorana Mihajlovic, Minister of Energy, Development and Environmental Protection, Bratislav Petkovic, Minister of Culture and Information, Milan Bacevic, Minister of Natural Resources, Mining and Spatial Planning and Alisa Maric, Minister of Youth and Sport.

The Session was also attended by the Government’s Secretary General, Veljko Odalovic, Director of the Office for expert and operational tasks in the negotiating process, Dejan Pavicevic and State Secretary at the Ministry of Interior, Vera Vukic.

In the morning part of the proceedings, the National Assembly commenced the single debate on the Resolution Proposal, explained to the MPs by Prime Minister and Minister of Interior Ivica Dacic.

In the morning part of the proceedings, the first to talk about the Resolution Proposal were the heads i.e. authorised representatives of the National Assembly’s parliamentary groups: Aleksandar Jugovic, head of the Serbian Renewal Movement – Demo-Christian Party of Serbia Parliamentary Group, Dragan Markovic, head of the United Serbia Parliamentary Group, Bojan Kostres, deputy head of the League of Social Democrats of Vojvodina Parliamentary Group, Cedomir Jovanovic, head of the Liberal Democratic Party Parliamentary Group, Veroljub Arsic, head of the Serbian Progressive Party Parliamentary Group, Balint Pasztor, head of the Alliance of Vojvodina Hungarians Parliamentary Group, Miroslav Markicevic, head of the New Serbia Parliamentary Group, Milorad Mijatovic, head of the Social Democratic Party of Serbia Parliamentary Group, Slobodan Samardzic, head of the Democratic Party of Serbia – Vojislav Kostunica Parliamentary Group, Borisav Kovacevic, authorised representatives of the Party of United Pensioners of Serbia Parliamentary Group, Vladimir Ilic, head of the United Regions of Serbia Parliamentary Group, Borislav Stefanovic, head of the Democratic Party Parliamentary Group and Branko Ruzic, head of the Socialist Party of Serbia Parliamentary Group.

The following MPs also took part in the single debate: Petar Petrovic, Borislav Pelevic, Zaharije Trnavcevic, Dubravka Filipovski, Karolj Cizik, Zvonimir Stevic, Riza Halimi, Zoran Ostojic, Maja Gojkovic, Marko Jaksic, Jelena Trivan, Dijana Vukomanovic, Djordje Stosic, Milovan Drecun, Sinisa Kovacevic, Goran Bogdanovic, Dejan Radenkovic, Olena Papuga, Momir Stojanovic, Sanda Raskovic Ivic, Branislav Blazic, Milos Aligrudic and Predrag Markovic.
In the course of the single debate the MPs were addressed by the President of the Republic of Serbia, Tomislav Nikolic.

By the end of the proceedings, the National Assembly had completed the single debate on the Resolution Proposal.

As the National Assembly had completed the single debate on the only item on the agenda for the session, National Assembly Speaker MA Nebojsa Stefanovic set Sunday, 13 January 2013, as Voting Day on the only item on the agenda for the First Extraordinary Session of the National Assembly in 2013, starting at 00.35 am.

Voting Day

On Voting Day, the National Assembly adopted the Proposal of the Resolution of the National Assembly of the Republic of Serbia on Basic Principles for Political Talks with Interim Institutions of Self-Government in Kosovo-Metohija, by 175 MPs’ votes.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, the National Assembly Speaker, MA Nebojsa Stefanovic, concluded the First Extraordinary Session of the National Assembly in 2013.
