The National Assembly set the following agenda:

1. Proposal of the Decision on the Election of the Council of the Governor of the National Bank of Serbia, submitted by the Committee on Finance, State Budget and Control of Public Spending of the National Assembly,

2. Proposal of the Decision on the Election of the Director of the Financial Institutions Supervisory Authority, submitted by the Committee on Finance, State Budget and Control of Public Spending of the National Assembly,

3. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly, submitted by the United Serbia Parliamentary Group.

At the beginning of the sitting, the heads i.e. authorised representatives of the parliamentary groups, MPs Arpad Fremond, Zika Gojkovic, Aleksandra Jerkov, Judita Popovic, Milan Lapcevic, Nebojsa Zelenovic and Miodrag Linta requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By a majority of votes, the National Assembly accepted the proposal of MP Veroljub Arsic to complete a joint single debate on items 1 and 2 on the agenda.

By the end of the day the National Assembly had conducted and concluded a joint single debate on the Proposal of the Decision on the Election of the Council of the Governor of the National Bank of Serbia and the Proposal of the Decision on the Election of the Director of the Financial Institutions Supervisory Authority, as well as a single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly.

On the second day of work, 13 November, the National Assembly agreed to include the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, on 8 November, and the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker, MA Nebojsa Stefanovic, on 9 November 2012, under urgent procedure.

At the beginning of the sitting, the heads i.e. authorised representatives of the parliamentary groups, MPs Sinisa Kovacevic, Aleksandar Jugovic, Zlata Djeric, Ranka Savic and Srdjan Sajn requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to complete a single debate on the decision proposals.

As the National Assembly had concluded the debate on the items on the agenda for the Fifth Sitting of the Second Regular Session, the National Assembly Speaker, MA Nebojsa Stefanovic, set Tuesday, 13 November 2012, as Voting Day on all the items on the agenda for the Fifth Sitting of the Second Regular Session of the National Assembly in 2012, starting at 10:50 am.

Voting Day

On Voting Day, 13 November 2012, the National Assembly adopted the Decision on the Election of the Council of the Governor of the National Bank of Serbia and the Decision on the Election of the Director of the Financial Institutions Supervisory Authority, by a majority of votes, after which the National Assembly Speaker congratulated the newly-elected members of the NBS Governor’s Council and the Director of the Financial Institutions Supervisory Authority, on the behalf of the MPs and himself, wishing them success.

The National Assembly adopted the: Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Serbia Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group and the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker, MA Nebojsa Stefanovic.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the National Assembly Speaker, MA Nebojsa Stefanovic, concluded the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2012.
