Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013

At the request of 134 MPs, the National Assembly Speaker, MA Nebojsa Stefanovic, convened the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, for Tuesday, 11 June 2013, starting at 11 am.


The request to hold the extraordinary session specifies the following agenda:

1. Bill on Elementary Education and Upbringing, submitted by the Government,

2. Bill on Secondary Education and Upbringing, submitted by the Government,

3. Bill on Adult Education, submitted by the Government,

4. Bill amending and modifying the Law on the Basic Principles of the System of Education and Upbringing, submitted by the Government,

5. Bill amending and modifying the Law on Pupil and Student Standard, submitted by the Government,

6. Bill amending the Law on Salaries in State Bodies and Public Services, submitted by the Government,

7. Bill amending and modifying the Law on Innovation Activity, submitted by the Government,

8. Bill on the Protection of Topographies of Semiconductor Products, submitted by the Government,

9. Proposal of the Resolution on Legislative Policy, submitted by a group of 25 MPs

10. Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the Republic of Turkey on Agricultural Cooperation, submitted by the Government,

11. Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro, submitted by the Government,

12. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Montenegro on Mutual Recognition and Acceptance of Proof that Food and Animal Food of Plant, Mixed/Combined Origin Meets the Prescribed Requisites, submitted by the Government,

13. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro on Plant Health Protection, submitted by the Government,

14. Proposal of the Decision on Relief from Duty of a Member of the National Council for Higher Education, submitted by the Committee on Education, Science, Technological Development and the Information Society of the National Assembly,

15. Proposal of the Decision on Relief from Duty of a National Education Council Member, submitted by the Committee on Education, Science, Technological Development and the Information Society of the National Assembly,

16. Proposal of the Decision on the Dismissal and Appointment of a Substitute Member of the Republic Electoral Commission, submitted by the Serbian Progressive Party Parliamentary Group,

17. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker, MA Nebojsa Stefanovic and

18. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party Parliamentary Group.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Sanja Jefic Brankovic, Mirko Cikiriz, Olena Papuga, Milorad Stosic, Slavica Savic, Zoran Ostojic, Predrag Markovic, Milan Lapcevic, Miroljub Stojcic, Srdjan Milivojevic and Zoran Bojanic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly accepted the proposal of MP Stefana Miladinovic to complete a joint debate in principle on items 1 through 8, joint single debate on items 10 through 13 and a joint single debate on items 14 through 18 on the agenda.At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of Milica Delevic, before the expiry of the term she was elected for.

The National Assembly accepted the proposal of MP Zoran Babic to double the debate time on items 1 through 8 on the agenda and have it take 10 instead of 5 hours.

In the morning part of the proceedings, the National Assembly commenced the joint debate in principle on the Bill on Elementary Education and Upbringing, Bill on Secondary Education and Upbringing, Bill on Adult Education, Bill amending and modifying the Law on the Basic Principles of the System of Education and Upbringing, Bill amending and modifying the Law on Pupil and Student Standard, Bill amending the Law on Salaries in State Bodies and Public Services, Bill amending and modifying the Law on Innovation Activity and the Bill on the Protection of Topographies of Semiconductor Products.

The Minister of Education, Science and Technological Development Dr Zarko Obradovic provided the rationale behind the bills.

For the remainder of the day, the National Assembly conducted the joint debate in principle on items 1 through 8 on the agenda.

On the second day of the proceedings, 12 June, the National Assembly continued the joint debate in principle on items 1 through 8 on the agenda.

After recess, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Zlatko Dragosavljevic, elected from the CHOICE FOR BETTER LIFE – BORIS TADIC Electoral List, who then proceeded to take the oath of office.

By the end of the day, the National Assembly had concluded the joint debate in principle on the Bill on Elementary Education and Upbringing, Bill on Secondary Education and Upbringing, Bill on Adult Education, Bill amending and modifying the Law on the Basic Principles of the System of Education and Upbringing, Bill amending and modifying the Law on Pupil and Student Standard, Bill amending the Law on Salaries in State Bodies and Public Services, Bill amending and modifying the Law on Innovation Activity and the Bill on the Protection of Topographies of Semiconductor Products.

On the third day of the proceedings, 13 June, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Zika Gojkovic, Bojan Djuric, Milica Vojic Markovic, Vesna Marjanovic and Mileta Poskurica, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly commenced a single debate on the Proposal of the Resolution on Legislative Policy, submitted by a group of 25 MPs, elaborated by MP Srdjan Mikovic as the representative of the submitters.

After recess, the National Assembly completed the single debate on the Proposal of the Resolution on Legislative Policy and commenced a joint single debate on items 10 through 13 on the agenda, elaborated by Minister of Agriculture, Forestry and Water Management Goran Knezevic.

By the end of the day, the National Assembly had concluded the joint single debate on the Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the Republic of Turkey on Agricultural Cooperation, Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Montenegro on Mutual Recognition and Acceptance of Proof that Food and Animal Food of Plant, Mixed/Combined Origin Meets the Prescribed Requisites, and the Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro on Plant Health Protection.

On the fourth day of the proceedings, 18 June, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Olgica Batic, Vladimir Marinkovic, Zoran Ostojic, Nikola Jovanovic, Slobodan Samardzic, Sasa Dujovic, Janko Veselinovic and Marijan Risticevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly completed a joint single debate on the Proposal of the Decision on Relief from Duty of a Member of the National Council for Higher Education, submitted by the Committee on Education, Science, Technological Development and the Information Society of the National Assembly, Proposal of the Decision on Relief from Duty of a National Education Council Member, submitted by the Committee on Education, Science, Technological Development and the Information Society of the National Assembly, Proposal of the Decision on the Dismissal and Appointment of a Substitute Member of the Republic Electoral Commission, submitted by the Serbian Progressive Party Parliamentary Group, Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker, MA Nebojsa Stefanovic and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party Parliamentary Group.

After recess, the National Assembly commenced a debate in detail on the Bill on Elementary Education and Upbringing.

On the fifth day of the proceedings, 19 June, the National Assembly continued the debate in detail on the Bill on Elementary Education and Upbringing.

The National Assembly conducted the debate in detail on the Bill on Elementary Education and Upbringing for the rest of the day.

On the sixth day of the proceedings, 20 June, the National Assembly continued the session with the debate in detail on the Bill on Elementary Education and Upbringing.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Olena Papuga, Aleksandar Pejcic, Miodrag Linta, Ranka Savic, Borislav Stefanovic and Olgica Batic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The Chair, National Assembly Deputy Speaker Vesna Kovac, greeted, on the behalf of the MPs, a group of students from New Belgrade who viewed part of the National Assembly session from the gallery of the Grand Hall.

By the end of the day, the National Assembly had completed the debate in detail on the Bill on Elementary Education and Upbringing, as well as on the Bill on Secondary Education and Upbringing, Bill on Adult Education, Bill amending and modifying the Law on the Basic Principles of the System of Education and Upbringing, Bill amending and modifying the Law on Pupil and Student Standard and the Bill amending and modifying the Law on Innovation Activity,

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda for the session, the Chair, National Assembly Deputy Speaker Vesna Kovac, set Tuesday, 25 June, as Voting Day on the items on the agenda for the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, starting at 11 am.

Voting Day

On Voting Day, 25 June, by a majority of votes, the National Assembly adopted the Bill on Elementary Education and Upbringing, Bill on Secondary Education and Upbringing, Bill on Adult Education, Bill amending and modifying the Law on the Basic Principles of the System of Education and Upbringing, Bill amending and modifying the Law on Pupil and Student Standard, Bill amending the Law on Salaries in State Bodies and Public Services, Bill amending and modifying the Law on Innovation Activity and the Bill on the Protection of Topographies of Semiconductor Products.

The National Assembly also adopted the Proposal of the Resolution on Legislative Policy, as well as the Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the Republic of Turkey on Agricultural Cooperation, Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Montenegro on Mutual Recognition and Acceptance of Proof that Food and Animal Food of Plant, Mixed/Combined Origin Meets the Prescribed Requisites and the Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro on Plant Health Protection.

The Proposal of the Decision on Relief from Duty of a Member of the National Council for Higher Education, Proposal of the Decision on Relief from Duty of a National Education Council Member, Proposal of the Decision on the Dismissal and Appointment of a Substitute Member of the Republic Electoral Commission, Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia were also adopted.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Vesna Kovac concluded the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013.
